Forged grinding media — Decisions
On May 25, 2026, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing of forged grinding media from China.
The Canadian International Trade Tribunal (CITT) will conduct a full inquiry into the question of injury to the Canadian industry and will make an order or finding no later than 120 days after its receipt of the notice of the preliminary determinations of dumping and subsidizing.
Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods that are released from the CBSA during the period commencing May 25, 2026, and ending on the earlier of the day the investigations are terminated, the day on which the CITT makes an order or finding, or the day an undertaking is accepted.
The amount of provisional duties payable is not greater than the estimated margin of dumping and the estimated amount of subsidy. The Customs Act applies with respect to the accounting and payment of provisional duty. Therefore, failure to pay duties within the prescribed time will result in the application of the interest provisions of the Customs Act.

Thermoformed molded fibre tableware — Decisions
On May 28, 2026, pursuant to subsection 41(1)(b) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) has made final decisions of dumping and subsidizing of thermoformed molded fibre tableware from China.
The Canadian International Trade Tribunal (CITT) will continue its inquiry into the question of injury to the Canadian industry and will issue its decision by June 26, 2026. Provisional duties will continue to be imposed on the subject goods from China until then.
If the CITT finds that the dumping and/or subsidizing have caused injury or are threatening to cause injury, antidumping and/or countervailing duties will be applied to future importations of the subject goods. In that event, the importer in Canada shall pay such duties.
The Customs Act applies, with any modifications that the circumstances require, with respect to the accounting and payment of antidumping and countervailing duties.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Exsocert LLC
By an application dated 12 May 2026, Exsocert LLC (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 200 000 MWh of combined firm and interruptible energy annually, for a period of 10 years.
The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.
- The Applicant shall provide a copy of the application by email to any person who requests one by emailing sakandar.shah@exsocert.com. The application is also publicly available on the CER website.
- Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by 6 July 2026.
- Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present, in response to items 2 and 3 of this Notice of Application and Directions on Procedure, shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by 21 July 2026.

The Canadian International Trade Tribunal has received a complaint from Origin Studios Inc. (Origin Studios), of Ottawa, Ontario, concerning a procurement (solicitation WS5491778638) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Veteran Affairs. The solicitation was for the development and installation of a permanent exhibit at the existing visitor centre at the Beaumont-Hamel Newfoundland Memorial in Auchonvillers, France. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on May 20, 2026, to conduct an inquiry into the complaint.
Origin Studios alleges that PWGSC wrongly rejected its bid on the basis that it did not comply with one of the mandatory technical criteria set out in the solicitation.

The Canadian International Trade Tribunal has received a complaint from The Government Travel Group Inc. (GTG), of Markham, Ontario, concerning a procurement (solicitation WS5649365008) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the provision of supplemental summer housing for members of the Canadian Armed Forces. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on May 22, 2026, to conduct an inquiry into the complaint.
GTG alleges that PWGSC breached its obligations under the Canadian Free Trade Agreement by awarding the contract based on evaluation criteria not specified in the solicitation and by failing to provide all necessary information in the solicitation to enable suppliers to submit a responsive bid.

INQUIRY NQ-2026-002 — NOTICE OF COMMENCEMENT OF INQUIRY
Forged grinding media
Notice was received by the Canadian International Trade Tribunal on May 25, 2026, from the Director General of the Trade and Anti-dumping Programs Directorate at the Canada Border Services Agency (CBSA), stating that preliminary determinations had been made respecting the dumping and subsidizing of forged or stamped steel grinding media in spherical or ovoid shape (“ball”), with a nominal diameter of 25 millimetres (1 inch) or greater up to and including 160 millimetres (6.25 inches), produced through the forging or stamping method, originating in or exported from the People’s Republic of China.
Pursuant to section 42 of the Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry to determine whether the dumping and subsidizing of the above-mentioned goods have caused injury or retardation or are threatening to cause injury, to make inquiries with respect to massive importations, and to determine such other matters as the Tribunal is required to determine under that section.
Each person or government wishing to participate in the inquiry and at the hearing as a party must file Form I—Notice of participation with the Tribunal, on or before June 9, 2026. Each counsel who intends to represent a party in the inquiry and at the hearing must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, on or before June 9, 2026.
On July 14, 2026, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this inquiry during the week of August 24, 2026, to hear evidence and representations by interested parties. The type of hearing, as well as the hearing’s start date and duration, will be communicated to the parties and posted on the website at a later date.
