CANADA ENERGY REGULATOR

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES

Neradean Energy Inc.

By an application dated 5 March 2026, Neradean Energy Inc. (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 200 000 MWh of combined firm and interruptible energy annually, for a period of 10 years.

The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.

  1. The Applicant shall provide a copy of the application by email to any person who requests one by emailing contracts@neradean.com. The application is also publicly available on the CER website.
  2. Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by June 22, 2026.
  3. Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
    • (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
    • (b) whether the Applicant has
      • (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
      • (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
  4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by July 7, 2026.

Land surveying instruments

The Canadian International Trade Tribunal has received a complaint from Benchmark PDM Inc. (Benchmark), of Pickering, Ontario, concerning a procurement (solicitation WS5198028598) published by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation was for the provision of laser geometric measuring and bore alignment systems. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on May 12, 2026, to conduct an inquiry into the complaint.

Benchmark alleges that it is unable to assess the merits of the procurement process because the government institution has not revealed the equipment proposed by the winning bidder.

Notice is hereby given, in accordance with the Special Import Measures Act and the Canada–United States–Mexico Agreement (CUSMA), that on May 4, 2026, a Request for Panel Review of the final determination of dumping made by the Canada Border Services Agency, respecting “Certain Oil Country Tubular Goods originating in or exported from Mexico,” was filed with the Canadian Section of the CUSMA Secretariat, pursuant to Article 10.12 of CUSMA, on behalf of Tubos de Acero de Mexico S.A.

The final determination was published in the Canada Gazette on April 4, 2026 (Canada Gazette, Part I, Vol. 160, No. 14).

The panel review will be conducted in accordance with the Rules of Procedure for Article 10.12 (Binational Panel Reviews). Subrule 40(1)(c) of the above-mentioned rules provides that

EXPLANATORY NOTE

Chapter 10 of CUSMA establishes a procedure for replacing domestic judicial review of determinations in antidumping and countervailing duty cases involving imports from a CUSMA country with review by binational panels.

These panels are established when a Request for Panel Review is received by the CUSMA Secretariat, to act in place of national courts to review final determinations expeditiously to determine whether they are in accordance with the antidumping or countervailing duty law of the country that made the determination.

Under Article 10.12 of CUSMA, which came into force on July 1, 2020, the Government of Canada, the Government of the United States and the Government of Mexico established the Rules of Procedure for Article 10.12 (Binational Panel Reviews). These rules were adopted by the CUSMA Free Trade Commission on July 2, 2020.
