CANADA STUDENT LOANS REGULATIONS
Interest rates
In accordance with subsection 13(3) of the Canada Student Loans Regulations, notice is hereby given that, pursuant to subsections 13(1) and 13(2) respectively, the Minister of Employment, Workforce Development and Official Languages has fixed the Class “A” rate of interest at 2.125% and the Class “B” rate of interest at 3.125% for the loan year of August 1, 2023, to July 31, 2024.
Note that, as per Fall Economic Statement Implementation Act, 2022, no interest is payable by a borrower on a guaranteed student loan.

Notice No. DGSO-003-23 — Consultation on Amending CPC-2-0-20 — Radio Frequency (RF) Fields — Signs and Access Control
The intent of this notice is to announce a consultation process entitled DGSO-003-23, Consultation on Amending CPC-2-0-20 — Radio Frequency (RF) Fields — Signs and Access Control. This consultation process will provide updates to Innovation, Science and Economic Development Canada’s (ISED) CPC-2-0-20 — Radio Frequency (RF) Fields — Signs and Access Control, which became effective in March 2013.
Submitting comments
Respondents are requested to provide their comments in electronic format (Microsoft Word or Adobe PDF) by email to spectrumoperations-operationsduspectre@ised-isde.gc.ca and to specify the section and subsection for ease of reference.
Printed submissions should be mailed to the Senior Director, Spectrum Management Operations Branch, Innovation, Science and Economic Development Canada, 235 Queen Street, 6th Floor, East Tower, Ottawa, Ontario K1A 0H5.
All submissions should cite the Canada Gazette, Part I, the publication date, the title and the notice reference number (DGSO-003-23). Respondents should submit their comments no later than January 4, 2024, to ensure consideration. Soon after the close of the comment period, all comments received will be posted on ISED’s Spectrum Management and Telecommunications website. As all comments and related information will be posted on ISED’s website, those making submissions are responsible for ensuring that they do not contain confidential or private information.

Notice No. DGSO-004-23 — Decision on Amendments to Requirements for Spectrum Licensees to Submit Technical Information about Sites
The intent of this notice is to announce the release of the document entitled DGSO-004-23, Decision on Amendments to Requirements for Spectrum Licensees to Submit Technical Information about Sites. This decision sets out Innovation, Science and Economic Development Canada’s (ISED) decision regarding revisions to section 5.11 and Annex B of CPC-2-1-23 — Licensing Procedure for Spectrum Licences for Terrestrial Services to update the requirements for spectrum licensees to upload associated technical information related to radiocommunication installations as required by conditions of licence.
This document is the result of the consultation process undertaken in Canada Gazette notice No. DGSO-001-22, Consultation on Amendments to Requirements for Spectrum Licensees to Submit Technical Information about Sites.

Notice No. SMSE-013-23 — Publication of SRSP-303.65, Issue 3, and SRSP-521, Issue 1
Notice is hereby given that Innovation, Science and Economic Development Canada has published the following documents:
- Standard Radio System Plan SRSP 303.65, Issue 3, Technical Requirements for Wireless Broadband Services (WBS) in the Band 3650-3700 MHz, which sets out the minimum technical requirements for the efficient utilization of the band 3650-3700 MHz for wireless broadband services (WBS).
- Standard Radio System Plan SRSP-521, Issue 1, Technical Requirements for Non-Competitive Local Licensed Services, including Fixed and/or Mobile Systems, and Flexible Use Broadband Systems, in the Band 3900-3980 MHz, which sets out the minimum technical requirements for the efficient use of the band 3900-3980 MHz for non-competitive local (NCL) licensed services and applies to fixed and mobile systems, including flexible use broad systems, operating in the band.

Notice of consultation published pursuant to subsection 108.1(2) of the Canadian Environmental Protection Act, 1999 for four genetically modified fish
Notice is hereby given that the Minister of the Environment and the Minister of Health are currently assessing four genetically modified fish, pursuant to subsection 108(1) of the Canadian Environmental Protection Act, 1999,footnote 1 and invite, pursuant to subsection 108.1(1) of that Act, any interested persons to submit comments from November 13 to December 13, 2023.
Background
The New Substances Notification Regulations (Organisms) help protect Canadians and the environment, as they allow for the assessment of new living organisms, including higher organisms such as fish, prior to their introduction into the Canadian marketplace. Following a New Substances Notification, Environment and Climate Change Canada and Health Canada carry out a joint assessment process to determine whether there is a potential for risk to the environment and human health.
In June 2023, Bill S-5, Strengthening Environmental Protection for a Healthier Canada Act, received royal assent, amending the Canadian Environmental Protection Act, 1999 (the Act) by introducing, among other things, new obligations concerning living organisms new to Canada. For instance, consultation is now mandatory for all notifications concerning a vertebrate animal or a prescribed living organism or group of living organisms before the end of the assessment period.
Consultation
The New Substances program is currently evaluating the GloFish® Cosmic Blue®, Electric Green®, Galactic Purple® and Sunburst Orange® sharks, notified by Spectrum Brands Canada on October 3, 2023. A summary of the notifications is available on the Government of Canada website.
Further to subsection 108.1(1) of the Act, interested Canadians are invited to submit comments, including scientific information and test data related to potential risks to the environment or human health from the new living organisms, during a 30-day comment period, which will commence on November 13, 2023, and end on December 13, 2023. Information that could be shared to inform the risk assessment process includes
- environmental fate information
- ecological effects information
- human health effects information, or
- exposure information (including sources and routes of exposure)

Pursuant to section 313 of the Act, any person who provides information in response to this notice may submit, with the information, a request that it be treated as confidential. A request for confidentiality must indicate which specific information or data should be treated as confidential, and it must be submitted with reasons taking into account the criteria referred to in subsection 313(2) of the Act.
