REGULATORY IMPACT ANALYSIS STATEMENT

(This statement is not part of the Regulations.)

Issues

Budget 2025 Implementation Act, No. 1 (Bill C-15) includes provisions amending the Canada Post Corporation Act by eliminating the requirement for Governor in Council regulatory approval of postage rate changes. The amendments come into force on a date set by order of the Governor in Council.

Regulatory amendments are required to repeal several provisions referencing regulated postage rates that no longer apply given that the legislative amendments have now taken effect. Stamp rates remain the same and can be viewed on canadapost.ca.

Objective

The regulatory amendments have the following objective:

Description and rationale

International Letter-post Items Regulations

The International Letter-post Items Regulations are amended to remove outdated provisions in section 4, Rates, and Schedule IV, Rates of Postage — Letter-post Items, that reference regulated postage rates, which no longer apply given that the amended legislative framework is now in force.

Letter Mail Regulations

The Letter Mail Regulations are amended to remove outdated provisions (a) section 3, Rates of Postage, and (b) the Schedule, Rates of Postage — Letter Mail. These provisions no longer apply given that the amended legislative framework is now in force.

Amendments are also being made to subsection 5(2) and section 33 to capture the size and weight limits that distinguish the different rates. Currently, the size and weight limits are set out in the Schedule with specific provisions referencing the Schedule to understand how different rates apply to different sizes and weights for standard mail. Once the Schedule is repealed, it will be necessary to amend subsection 5(2) and section 33 to retain these size and weight limits in the Regulations.

Special Services and Fees Regulations

The Special Services and Fees Regulations are amended to remove outdated provisions: section 2.1, Rates of Postage — Special Services, Schedule VII, Rates of Postage — Special Services, and subsection 6(1), which references Schedule VII. These provisions reference regulated postage rates that will no longer apply once the amended legislative framework comes into force.

Armed Forces Postal Regulations

The Armed Forces Postal Regulations are amended to remove outdated provisions: section 4, Rates of Postage, and subsection 7(2) of General Conditions. These provisions no longer apply given that the legislative framework has come into force.

Consultation

The Act requires a consultation period through publication of each regulatory proposal in the Canada Gazette. All representations must be sent to the Minister of Government Transformation, Public Works and Procurement within 30 days after the prepublication of the proposed Regulations. The representations were taken into consideration in the preparation of the final regulatory proposal.

Prepublication in the Canada Gazette, Part I

The proposed amendments were published in the Canada Gazette, Part I, on June 20, 2026, followed by a public consultation period of 30 days. A total of nine representations from two commenters were received during the consultation period. All comments received during the consultation period were not directly related to the regulatory amendments, as they focused upon the Corporation’s broader mandate and advocated for making mail more affordable and accessible.

One-for-one rule and small business lens

The one-for-one rule does not apply to these amendments, as there is no change in administrative costs or burden to businesses.

Analysis under the small business lens determined that the amendments will not impact small businesses in Canada.
