Her Excellency the Governor General in Council, on the recommendation of the Minister of Citizenship and Immigration, makes the annexed Regulations Amending the Immigration and Refugee Protection Regulations (Miscellaneous Program) under subsection 5(1), paragraph 14(2)(b), subsection 89(1)footnote a and subsections 186.3(1) to (4)footnote b of the Immigration and Refugee Protection Act footnote c.
Regulations Amending the Immigration and Refugee Protection Regulations (Miscellaneous Program)
Amendments
1 Subsection 9.1(2) of the Immigration and Refugee Protection Regulations footnote 1 is replaced by the following:
Supporting documents for electronic applications
(2) When an application, request or claim is made by electronic means, any required information, documents or evidence of payment required under these Regulations must be submitted by the same means.
2 Subsection 9.3(2) of the French version of the Regulations is replaced by the following:
Réputé reçu par l’intéressé
(2) Tout avis, décision, demande, document ou renseignement envoyé par le ministre par un moyen électronique est réputé avoir été reçu par l’intéressé à l’heure et à la date d’envoi indiquées par le moyen électronique utilisé ou précisé par le ministre à cette fin.
3 Subsection 296(3) of the Regulations is replaced by the following:
Maximum fee — family
(3) If an applicant and their family members make their applications referred to in subsection (1) at the same time, the total amount of fees payable under that subsection must not exceed $500 for all applications together.
4 Subsection 299(3) of the Regulations is replaced by the following:
Maximum fee — group
(3) If three or more persons who are part of the same group of performing artists and those artists’ staff make their applications for a work permit at the same time, the total amount of fees payable under subsection (1) is $465 for all applications together.
Coming into Force
5 These Regulations come into force on the day on which they are registered.
REGULATORY IMPACT ANALYSIS STATEMENT

Issues
On March 3, 2025, the Standing Joint Committee for the Scrutiny of Regulations (SJCSR) identified a number of technical issues with the Immigration and Refugee Protection Regulations (the Regulations) and requested that the Regulations be amended to address these issues.
Objective
The objectives of the Regulations Amending the Immigration and Refugee Protection Regulations (Miscellaneous Program) [the amendments] are
- to correct a typographical error;
- to correct a discrepancy between the French and English versions; and
- to clarify an apparent duplication of text.
Description
The amendments
- fix a typographical error in subsection 9.1(2) by replacing “recépissé” with “récépissé”;
- address a divergence between the English and French texts of subsection 9.3(2) by aligning the way the concept of “electronic means” is characterized in the French text with the English text; and
- rephrase subsections 296(3) and 299(3) by separating “together” and “at the same time” to clarify that for persons who apply “at the same time” the fee will not exceed its set rate for “all applications together.”
Small business lens
Analysis under the small business lens determined that the amendments will not impact small businesses in Canada.
One-for-one rule
The one-for-one rule does not apply to these amendments, as there is no change in administrative costs or burden to businesses.
