Her Excellency the Governor General in Council, on the recommendation of the Minister of Health, considering that it is necessary in the public interest, makes the annexed Order Amending Schedules I, III, IV and VI to the Controlled Drugs and Substances Act under section 60^{footnote a} of the Controlled Drugs and Substances Act ^{footnote b}.

Order Amending Schedules I, III, IV and VI to the Controlled Drugs and Substances Act

Amendments

1 (1) Subitem 1(18) of Schedule I to the English version of the Controlled Drugs and Substances Act ^{footnote b} is replaced by the following:

• (18) Methyldesorphine (delta-6-deoxy-6-methylmorphine)

(2) Subitem 1(30) of Schedule I to the French version of the Act is replaced by the following:

• (30) pholcodine ([(morpholinyl-4)-2 éthyl]-3 morphine)

2 Subitem 3(7) of Schedule I to the French version of the Act is replaced by the following:

• (7) benzéthidine (ester éthylique de l’acide [benzyloxy-2 éthyl]-1 phényl-4 pipéridine carboxylique-4)

3 Subitem 7(3) of Schedule I to the Act is replaced by the following:

• (3) Dextropropoxyphene ([S-(R*,S*)]-alpha-[2-(dimethylamino)-1-methylethyl]-alpha-phenylbenzeneethanol, propanoate ester)

4 (1) Subitem 10(8) of Schedule I to the Act is replaced by the following:

• (8) Racemethorphan (d,l-3-methoxy-17-methylmorphinan)

(2) Subitem 10(9) of Schedule I to the French version of the Act is replaced by the following:

• (9) racémorphane (d,l-hydroxy-3 méthyl-17 morphinane)

5 Subitem 12(2) of Schedule I to the Act is replaced by the following:

• (2) Phenampromide (N-((1-methyl-2-piperidino) ethyl) propionanilide)

6 Subitem 16(4) of Schedule I to the English version of the Act is replaced by the following:

• (4) p-Fluorofentanyl (4′-fluoro-N-(1-phenethyl-4-piperidyl) propionanilide)

7 Item 17 of Schedule I to the English version of the Act is replaced by the following:

• 17 Tilidine (ethyl-2-(dimethylamino)-1-phenyl-3-cyclohexene-1-carboxylate), its salts, derivatives and salts of derivatives

8 Subitem 19(8) of Schedule I to the Act is replaced by the following:

• (8) N-methyl-3,4-methylenedioxyamphetamine (MDMA) (N,alpha-dimethyl-1,3-benzodioxole-5-ethanamine)

9 Items 33 and 34 of Schedule III to the Act are replaced by the following:

• 33 Benzylpiperazine (BZP), namely 1-benzylpiperazine and its salts, isomers and salts of isomers
• 34 Trifluoromethylphenylpiperazine (TFMPP), namely 1-(3-trifluoromethylphenyl)piperazine and its salts, isomers and salts of isomers

10 Subitem 1(18) of Schedule IV to the Act is deleted.

11 Subitem 23(15) of Schedule IV to the Act is deleted.

12 The Act is amended by replacing “α” with “alpha”, with any necessary modifications, in the following provisions:

• (a) subitems 1(14) and (33) to (34.4) of Schedule I;
• (b) subitems 3(2) and (3) of Schedule I;
• (c) subitems 6(2), (3) and (7) of Schedule I;
• (d) subitem 10(1) of Schedule I;
• (e) subitems 16(1), (8) and (9) of Schedule I;
• (f) item 18 of Schedule I;
• (g) subitems 19(1) to (7) and (9) to (21) of Schedule I;
• (h) subitem 24(5) of Schedule I;
• (i) item 19 of Schedule III;
• (j) items 29 to 31 of Schedule III;
• (k) items 7 and 8 of Schedule IV;
• (l) items 21 and 22 of Schedule IV;
• (m) subitems 23(8), (14) and (41) of Schedule IV; and
• (n) subitem 11(2) of Part 1 of Schedule VI.

13 The Act is amended by replacing “ß” with “beta”, with any necessary modifications, in the following provisions:

• (a) subitems 3(5) and (6) of Schedule I;
• (b) subitems 6(4) and (5) of Schedule I;
• (c) subitem 10(2) of Schedule I;
• (d) subitems 16(6) and (7) of Schedule I; and
• (e) subitems 23(3), (4), (7), (9), (10), (12), (16), (22), (25), (26), (28) to (30), (32), (34), (36), (37), (40) and (43) of Schedule IV.

14 Subitems 23(1), (2), (5), (6), (11), (13), (17) to (21), (23), (24), (27), (31), (33), (35), (38), (39) and (42) of Schedule IV to the Act are amended by replacing “α” and “ß” with “alpha” and “beta”, respectively.

Coming into Force

15 This Order comes into force on October 1, 2026.
