Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, under paragraph 2(a)^{footnote a} of the Public Service Rearrangement and Transfer of Duties Act^{footnote b}, transfers from the Minister of Foreign Affairs to the Minister for International Trade the powers, duties and functions of the Minister of Foreign Affairs under subsection 53(2)^{footnote c} of the Customs Tariff^{footnote d}.
