Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, under paragraph 2(a)^{footnote a} of the Public Service Rearrangement and Transfer of Duties Act ^{footnote b}, transfers to the Minister of Health the powers, duties and functions under the Canadian Centre on Substance Abuse Act ^{footnote c} that were transferred to the Minister of Mental Health and Addictions and Associate Minister of Health by Order in Council P.C. 2021-938 of October 26, 2021.^{footnote d}
