Issues

The purposes of the Species at Risk Act (SARA or the Act) are to prevent wildlife species from becoming extirpated from Canada or extinct; to provide for recovery of wildlife species that are listed as extirpated, endangered or threatened; and to manage species of special concern to prevent them from becoming endangered or threatened. The Committee on the Status of Endangered Wildlife in Canada (COSEWIC) was formed as an independent scientific body in 1977 with a mandate to provide a single, official, scientifically sound, national classification of wildlife species at risk in Canada. The Committee provides the Minister of the Environment with assessments of the status of Canadian wildlife species.

Through its assessments, COSEWIC frequently recommends changing the scientific name, or common name (or both) of species listed under Schedule 1 of SARA without a modification of status. These recommendations are based on the science of taxonomy, which is a branch of science that deals primarily with the description, identification, nomenclature, and classification of organisms of all sorts. The nomenclature of species and taxonomy in general as a science is subject to change as our understanding of the wildlife species, subspecies, varieties and populations (designatable units) grows.

From 2008 to 2018, the Department of the Environment (the Department) has received numerous assessments from COSEWIC to amend the name of species listed under Schedule 1 of SARA. The Department usually processes these types of amendments to Schedule 1 by incorporating them into broader listing proposals when they arise. However, this time, the name change requests for 34 terrestrial species are being consolidated into one single Order to more effectively deal with the accumulated backlog.

Objective

The objective of this Order is to make administrative and housekeeping updates to the names of 34 terrestrial species listed in Schedule 1 of SARA.

Description and rationale

This Order amends the List of Species at Risk under Schedule 1 of SARA in accordance with COSEWIC’s recommended name changes for the 34 species (see list and description of the amendments in the table below). These amendments are either to change the scientific name or common name (or both) of these species.

There are minimal one-time costs to the Government associated with this Order, estimated to be between $50,000 and $160,000 (undiscounted and rounded), as the Department will need to update documents related to the management or recovery of the species (e.g. translation, publication and labour costs, which can vary widely depending on the type of amendments required).
