6 The Regulations are amended by replacing “Newfoundland” with “Newfoundland and Labrador” in the following provisions:
- (a) subparagraph 26(b)(i);
- (b) the heading before item 1650 of Schedule I; and
- (c) Part V of Schedule VI.
Coming into Force
7 These Regulations come into force on the day on which they are registered.
REGULATORY IMPACT ANALYSIS STATEMENT

Issues
The list of harbours identified in Schedule I of the Fishing and Recreational Harbours Regulations (FRHR) no longer accurately reflects the harbours owned and managed by Fisheries and Oceans Canada (DFO) and subject to the FRHR.
Objective
The objective of the regulatory amendments is to update the list of harbours in Schedule I of the FRHR to
- remove harbours recently divested by DFO;
- add harbours recently acquired by DFO; and
- correct the names or locations of currently listed harbours.
The amendments also update the three references to “Newfoundland” in the FRHR to the official name of the province, which is “Newfoundland and Labrador.”

The amendments remove the following 133 harbours from Schedule I:

The amendments make the following corrections to the name or location of 16 harbours already in Schedule I:
Quebec
- Item 515: the text “Haul-out” was deleted from the end of the harbour name, leaving the name as simply “Harrington Harbour.”
British Columbia
- Item 1428: the name has been changed from “Marktosis (Ahousat Village)” to “Maaqtusiis (Marktosis).” The harbour is located within the territory of the First Nation, which has officially changed its name to Maaqtusiis. The community is still called Marktosis, which is why this name is being retained in brackets.
- Item 1440: the text “(Saltspring Island)” after Musgrave has been deleted to be consistent with other Saltspring Island harbours in Schedule I, which do not have “(Saltspring Island)” after the name.
- Item 1462: the word “(Sechelt)” has been added to the name to clarify that Porpoise Bay Harbour is located in the community of Sechelt. This is to help avoid confusion with another harbour in British Columbia commonly known as Porpoise Harbour, but which is identified in Schedule I as Port Edward.
- Item 1478: the name “Prince Rupert (Dodge Harbour)” has been corrected to “Prince Rupert (Dodge Cove),” as the harbour is located in Dodge Cove. No equivalent change was necessary in the French version of Schedule I, as the harbour was already correctly identified as “Prince Rupert (Anse Dodge).”
- Item 1485: from the name “Queen Charlotte City,” the word “City” has been deleted to be consistent with the new official name of the recently incorporated community, Village of Queen Charlotte, and the new name of the harbour authority, Queen Charlotte Harbour Authority.
Saskatchewan
- Item 1632: the text “(Hidden Bay)” was deleted from the end of the harbour name, leaving the name as simply “Wollaston Lake.”
Newfoundland and Labrador
- Item 1728: the text “(Rouzes Brook)” has been deleted from the end of the harbour name, “Cape St. George,” to match the Canadian Geographical Names Database (CGNDB).
- Item 1742: the name “Channel (Port Aux Basques)” has been corrected to “Channel-Port aux Basques” to match the CGNDB.
- Item 1743: the text “(Labrador)” has been added as a locational descriptor to make the harbour name “Charlottetown (Labrador).”
- Item 1805: from the name “François - Slipway,” the text “Slipway” has been deleted, as the harbour is not restricted to the slipway.
- Item 1814: from the name “Gaultois - Slipway,” the text “Slipway” has been deleted, as the harbour is not restricted to the slipway.
- Item 1962: the name “Petit Forte” has been corrected to “Petite Forte” to match the CGNDB.
- Item 2060: from the name “St. Brendan’s (Shoal Cove and Dock Cove),” the text “(Shoal Cove and Dock Cove)” was deleted to match the CGNDB.
- Item 2075: the name “St. Phillip’s” has been corrected to “St. Philip’s” to match the CGNDB.
- Item 2101: the text “(Shoal Tickle)” has been deleted from the end of the harbour name “Twillingate” to match the CGNDB.
The amendments replace, in subparagraph 26(b)(i), Schedule I and Schedule VI, the name “Newfoundland” with “Newfoundland and Labrador” to reflect the official name of the province.
All of the above-described amendments are administrative in nature. They serve to update Schedule I of the FRHR to reflect harbour divestitures and acquisitions that have already happened and correct names or locations of currently listed harbours. The amendments also update the official name of the province of Newfoundland and Labrador throughout the Regulations. They do not impose any costs on the government or stakeholders.
One-for-one rule
The one-for-one rule does not apply to these amendments, as there is no change in administrative costs or burden to businesses.
