CUSTOMS TARIFF
Order Amending the Schedule to the Customs Tariff, 2014–1

His Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to section 82 of the Customs Tariff (see footnote a), makes the annexed Order Amending the Schedule to the Customs Tariff, 2014–1.
ORDER AMENDING THE SCHEDULE TO THE CUSTOMS TARIFF, 2014–1
AMENDMENTS
1. Tariff item No. 4016.93.10 in the List of Tariff Provisions set out in the schedule to the Customs Tariff (see footnote 1) is repealed.
2. The List of Tariff Provisions set out in the schedule to the Act is amended as set out in Part 1 of the schedule to this Order.
3. The List of Tariff Provisions set out in the schedule to the Act is amended by adding, in numerical order, the tariff provisions set out in Part 2 of the schedule to this Order.
COMING INTO FORCE
4. This Order comes into force on the day on which it is registered.

AMENDMENTS TO THE LIST OF TARIFF PROVISIONS
1. The Description of Goods of tariff item No. 1511.90.30 is amended by adding, in alphabetical order, a reference to “Dried palm oil for use in the manufacture of animal feed;”.
2. The Description of Goods of tariff item No. 3208.90.10 is amended by adding, in alphabetical order, a reference to “Corrosion resistant coatings specifically formulated for use in the manufacture of mirrors;”.
3. The Description of Goods of tariff item No. 4016.99.10 is amended by adding, in alphabetical order, a reference to “Parts for use in the manufacture of aftermarket gas tanks and radiators for motor vehicles;”.
4. The Description of Goods of tariff item No. 8302.30.10 is amended by adding, in alphabetical order, a reference to “Brackets or clamps for use in the manufacture of aftermarket gas tanks and radiators for motor vehicles;”.
5. The Description of Goods of tariff item No. 8507.20.10 is amended by
- (a) adding a semicolon after the reference to “subheading 8703.90”; and
- (b) adding, in alphabetical order, a reference to “For use in the manufacture of smoke, fire or gas detection and alarm systems, including power supply panels and modules for those systems”.
6. The Description of Goods of tariff item No. 8608.00.10 is amended by adding, in alphabetical order, a reference to “Fixed and sliding railway bumping posts and friction buffer stops;”.
7. The Description of Goods of tariff item No. 8708.91.91 is amended by
- (a) adding a semicolon after the reference to “fighting vehicles”; and
- (b) adding, in alphabetical order, a reference to “Parts for use in the manufacture of aftermarket radiators for motor vehicles”.
8. The Description of Goods of tariff item No. 8708.99.91 is amended by
- (a) adding a semicolon after the reference to “fighting vehicles”; and
- (b) adding, in alphabetical order, a reference to “Parts for use in the manufacture of aftermarket gas tanks for motor vehicles”.

REGULATORY IMPACT ANALYSIS STATEMENT
(This statement is not part of the Order.)
Issues
It is the Government’s longstanding policy to provide tariff relief on manufacturing inputs to enhance competitiveness. The Government has received specific industry requests for tariff relief.
Objective
To help lower production costs for Canadian manufacturers and enhance their overall competitiveness.
Description
The Order eliminates the Most-Favoured-Nation (MFN) rate of customs duty on the following products used in manufacturing:
- Dried palm oil for use in the manufacture of animal feed (1511.90.30)
- Certain fish meal for use in the manufacture of animal feed (2301.20.18)
- Certain corrosion resistant coatings specifically designed for use in the manufacture of mirrors (3208.90.10)
- Certain rubber parts, gaskets, washers and other seals, brackets or clamps, for use in the manufacture of aftermarket gas tanks and radiators for motor vehicles (4016.93.11, 4016.99.10, 8302.30.10)
- Certain other parts of radiators for use in the manufacture of aftermarket radiators for motor vehicles (8708.91.91)
- Certain other parts of gas tanks for use in the manufacture of aftermarket gas tanks for motor vehicles (8708.99.91)
- Certain lead acid accumulators for use in the manufacture of smoke, fire or gas detection and alarm systems, including power supply panels and modules therefor (8507.20.10)
- Certain fixed and sliding railway bumping posts and friction buffer stops (8608.00.10)
“One-for-One” Rule
The “One-for-One” Rule does not apply to this Order, as there is no change in administrative costs to business.
Small business lens
The small business lens does not apply to this Order, as there are no costs imposed on small business.
Consultation
Extensive consultations were undertaken on products included in this Order. All stakeholder views have been considered in the development of this proposal.
Rationale
Implementing the tariff relief via an Order in Council is appropriate as the Customs Tariff provides authority to amend the tariff schedule to afford tariff relief for “goods used in the production of other goods.”
The tariff elimination is consistent with the Government’s longstanding policy of providing tariff relief to support competitiveness as well as the commitment to make Canada a tariff-free zone for industrial manufacturers.
The estimated annual duties foregone to the Government would be approximately $1.2 million. These duties foregone represent corresponding savings for Canadian industry on inputs used in their production processes.
Implementation, enforcement and service standards
The Canada Border Services Agency is responsible for the administration of and compliance with customs and tariff legislation and regulations. In the course of its administration of these tariff amendments, the Agency will inform the importing community.
