FILE PR-2026-025 — NOTICE OF DETERMINATION
Research vessel charter
Notice is given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination on October 22, 2026, with respect to a complaint filed by WSS INC. (WSS), of St. John’s, Newfoundland and Labrador, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, concerning a procurement (solicitation 30007023B) by the Department of Fisheries and Oceans (DFO). The solicitation was for the provision of a vessel and crew, and the handling of permits to complete scientific longline surveys.
WSS alleged that DFO’s evaluation of bids was non-compliant with the terms of the solicitation and that DFO did not provide a sufficiently transparent debriefing of the tender outcome.
Having examined the evidence presented by the parties and considered the provisions of applicable trade agreements, the Tribunal determined that the complaint was valid, in part.
