CANADA MARINE ACT
Vancouver Fraser Port Authority — Supplementary letters patent
WHEREAS the Governor in Council issued a Certificate of Amalgamation containing letters patent to amalgamate the Vancouver Port Authority, the Fraser River Port Authority and the North Fraser Port Authority and to continue as one port authority named the Vancouver Fraser Port Authority (“Authority”), effective January 1, 2008;
WHEREAS Schedule C of the letters patent sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Canada Marine Act (“Act”), the Authority wishes to license as licensee the real properties described below;
WHEREAS the board of directors of the Authority has requested that the Minister of Transport (“Minister”) issue supplementary letters patent to include the interest in the real properties obtained by the Authority under said licence agreement in Schedule C of the letters patent;
AND WHEREAS the Minister is satisfied that the amendments to the letters patent are consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:

CANADIAN ENVIRONMENTAL PROTECTION ACT, 1999
Notice to develop regulations respecting carcinogenicity, mutagenicity, and reproductive toxicity of a substance under section 67 of the Canadian Environmental Protection Act, 1999
Whereas the Government of Canada has indicated its commitment to move forward with giving priority to the prohibition of activities in relation to substances listed in Part 1 of Schedule 1 of the Canadian Environmental Protection Act, 1999 (CEPA);
Notice therefore is hereby given that the Minister of the Environment and the Minister of Health are initiating the development of proposed regulations made under section 67 of CEPA that would set out the criteria for carcinogenicity, mutagenicity, and reproductive toxicity (CMR) of substances, for the purpose of subsection 77(3) of the Act.
To inform the development of the proposed regulations, a consultation document was published on October 3, 2026.
Public comment period — October 3, 2026, to December 2, 2026
Any person may, within 60 days of the publication of the consultation document, file with the Minister of Environment written comments on the document.
How to participate: All comments must cite “CMR under CEPA” and be sent to the Substances Management Information Line, Department of the Environment, Gatineau, Quebec K1A 0H3, by one of the following methods:
- by email to substances@ec.gc.ca;
- by using the online reporting system available through Environment and Climate Change Canada’s Single Window.
In accordance with section 313 of the Canadian Environmental Protection Act, 1999, any person who provides information in response to this notice may submit with the information a request that it be treated as confidential. The request must provide reasons as provided for under subsection 313(2) of the Act.
