EXPIRY REVIEW RR-2025-008 — NOTICE OF ORDER

Photovoltaic modules and laminates

Notice is given that on September 17, 2026, pursuant to subsection 76.03(2) and subparagraph 76.03(12)(a)(iii) of the Special Import Measures Act, the Canadian International Trade Tribunal terminated expiry review RR-2025-008 and rescinded its order made on March 25, 2021, in expiry review RR-2020-001, concerning the dumping and subsidizing of certain photovoltaic modules and laminates from China. The full description of the aforementioned goods can be found in the Tribunal’s order.

FILE PR-2026-040 — NOTICE OF INQUIRY

Quarry and haul services

The Canadian International Trade Tribunal has received a complaint from Nänkäk-Pelly Construction Ltd. Joint Venture (Nänkäk-Pelly JV), of Whitehorse, Yukon, concerning a procurement (solicitation WS5634453382) issued by the Department of Public Works and Government Services (PWGSC). The solicitation was for the provision of heavy civil construction, quarrying, hauling, earthworks and related reclamation support services for the Clinton Creek Quarry and Haul Program in Yukon. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on August 20, 2026, to conduct an inquiry into the complaint.

Nänkäk-Pelly JV alleges that PWGSC’s bid criteria were incoherently and incorrectly applied during the procurement process.

FILE PR-2026-044 — NOTICE OF INQUIRY

Information technology service delivery

The Canadian International Trade Tribunal has received a complaint from MGIS Inc. (MGIS), of Sittsville, Ontario, concerning two procurements (solicitations 26-306737 and 26-306737/B) made by the Department of Foreign Affairs, Trade and Development (DFATD). The solicitations were for information technology service delivery. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on September 9, 2026, to conduct an inquiry into the complaint.

MGIS alleges that the procurement processes were unfairly conducted and that DFATD breached its obligations under the applicable trade agreements. With respect to solicitation 26-306737, MGIS alleges that DFATD did not fairly evaluate the bids, failed to provide MGIS with an explanation of the evaluation of its bid and cancelled the procurement process to circumvent its obligations under the applicable trade agreements. With respect to solicitation 26-306737/B, MGIS alleges that DFATD retendered the solicitation, materially changed the requirements after reviewing the proposals and did not provide a reasonable time for bidders to submit a bid.
