FILE PR-2026-025 — NOTICE OF INQUIRY
Research vessel charter
The Canadian International Trade Tribunal has received a complaint from WSS INC. (WSS), of St. John’s, Newfoundland and Labrador, concerning a procurement (solicitation 30007023B) issued by the Department of Fisheries and Oceans (DFO). The solicitation was for the provision of a vessel and crew, and the handling of permits to complete scientific longline surveys. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 16, 2026, to conduct an inquiry into the complaint.
WSS alleges that DFO’s evaluation of bids was non-compliant with the terms of the solicitation and that DFO did not provide a sufficiently transparent debriefing of the tender outcome.

FILE PR-2026-041 — NOTICE OF INQUIRY
Armoured vehicle
The Canadian International Trade Tribunal has received a complaint from Stoof International GmbH (Stoof), of Borkheide, Germany, concerning a procurement (solicitation WS5608957705/Doc5695708727) made by the Department of Public Works and Government Services (PWGSC). The solicitation was for the provision of 20 armoured civilian-style vehicles to be used for the protection of departmental personnel. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on September 1, 2026, to conduct an inquiry into the complaint.
Stoof alleges that PWGSC breached its obligations under the applicable trade agreements in its evaluation of bids against the technical requirements set out in the solicitation.

INQUIRY NQ-2026-005 — NOTICE OF COMMENCEMENT OF INQUIRY
Certain steel racks
Notice was received by the Canadian International Trade Tribunal on September 2, 2026, from the Director General of the Trade and Anti-dumping Programs Directorate at the Canada Border Services Agency (CBSA), stating that preliminary determinations had been made respecting the dumping and subsidizing of certain steel racks originating in or exported from the People’s Republic of China, as defined below (the subject goods). The subject goods are defined as
- Certain components of steel storage systems of racks, assembled to any extent, or unassembled, being: posts or columns; bracing; beams; cantilever arms; beam connectors; base or foot plates; pallet safety or support bars; cross-aisle ties; row spacers; and wall ties, including parts thereof, with each component made of steel that is at least 1.0668 mm (0.042 inches) thick; each post or column having a width that is greater than 50.8 mm (2.0 inches); and each beam having a height that is equal to or greater than 50.8 mm (2.0 inches).
- Including steel hardware (for example pins, anchors, nuts, bolts, washers and clips) and other components or accessories where the hardware, components or accessories are attached to, packaged with or shipped alongside the components listed in the first paragraph of this definition, but excluding, whether or not attached: rolled primary steel products not further worked; steel beams not further worked; stairs; conveyors; non-steel components or accessories; automated components or equipment; components of freestanding steel structures that are not for integration into a storage system; wheels, rollers and shuttles; shelving that sits on or fits into the horizontal supports to provide the horizontal storage surface of the steel racks, which may be referred to as “decks”; rack protection products, including end of aisle protectors, post protectors, guardrails and bollards; gates, fencing, netting and other security cages or enclosures; backstop panels and dividers; and signs.
- Also excluding, assembled to any extent, or unassembled: heavy duty shelving, boltless shelving, wide-span shelving or light duty racking; wire shelving units; wall-mounted shelving and racks; ceiling-mounted shelving and racks; tubular racks such as garment racks and drying racks; and portable tier racks.
Pursuant to section 42 of the Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry to determine whether the dumping and subsidizing of the above-mentioned goods have caused injury or retardation or are threatening to cause injury, to make inquiries with respect to massive importations, and to determine such other matters as the Tribunal is required to determine under that section.
Each person or government wishing to participate, as a party, in the inquiry and at the hearing must file Form I—Notice of participation with the Tribunal, on or before September 17, 2026. Each counsel who intends to represent a party in the inquiry and at the hearing must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, on or before September 17, 2026.
On October 22, 2026, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined in the notice on the Tribunal’s website. Public submissions are to be served on counsel and to participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this inquiry during the week of November 30, 2026, to hear evidence and representations by interested parties. The type of hearing, as well as the hearing’s start date and duration, will be communicated to the parties and posted on the Tribunal’s website at a later date.
