Steel racks — Decision
On July 16, 2026, pursuant to subsection 39(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) extended the preliminary phase of the investigations into the alleged injurious dumping and subsidization of steel racks originating in or exported from the People’s Republic of China.
SIMA provides that, under normal circumstances, the preliminary phase of the investigations shall be completed within 90 days of the date of initiation. However, due to the variety of goods involved and the difficulty of obtaining satisfactory evidence in the investigations, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.
Consequently, the decision to issue preliminary determinations of dumping and/or subsidization or to terminate the investigations with respect to some or all of the goods will be made on or before September 2, 2026.

Corrosion-resistant steel sheet
Notice is given that on July 16, 2026, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), the Canadian International Trade Tribunal continued its finding in respect of the dumping of corrosion-resistant flat-rolled steel sheet products of carbon steel (the subject goods), originating in or exported from the Republic of Türkiye (excluding those goods exported by Borçelik Çelik Sanayi Ticaret A.Ş.) and the Socialist Republic of Vietnam, and the subsidizing of the subject goods originating or exported from the Republic of Türkiye (excluding those goods exported by Atakaş Çelik Sanayi ve Ticaret A.Ş., Borçelik Çelik Sanayi Ticaret A.Ş. and Tatmetal Çelik Sanayi ve Ticaret A.Ş.). Certain products are excluded, as described in the Tribunal’s order.

FILE PR-2025-079 — NOTICE OF DETERMINATION

Notice is given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination on July 13, 2026, with respect to a complaint filed by Samdesk Canada Inc. (Samdesk), of Edmonton, Alberta, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, concerning a procurement (solicitation WS5357907637) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the provision of Open-Source Intelligence (OSINT) GlobalConflictData Subscription.
Samdesk alleged that PWGSC breached requirements of the applicable trade agreements by issuing a sole sourced, directed contract where the reason for limited tendering, namely the involvement of exclusive rights, was improper or unjustified.
Having examined the evidence presented by the parties and considered the provisions of various applicable trade agreements, the Tribunal determined that the complaint was valid.
