FILE PR-2026-029 — NOTICE OF INQUIRY

Building maintenance services

The Canadian International Trade Tribunal has received a complaint from AV-TECH INC. (AV-TECH), of QuĂ©bec, Quebec, concerning a procurement (solicitation 25-58200) made by the National Research Council of Canada (NRC). The solicitation was for electromechanical maintenance services, renovation and minor construction work. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on July 6, 2026, to conduct an inquiry into the complaint.

AV-TECH alleges that the solicitation process and the evaluation of its bid were conducted unfairly, raising serious concerns about the integrity, impartiality, and transparency of the procurement process. It also alleges that the solicitation documents were unclear and that the NRC failed to comply with the Buy Canadian Policy and the Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements.

FILE PR-2026-031 — NOTICE OF INQUIRY

Air transport services

The Canadian International Trade Tribunal has received a complaint from Air Spray (1967) Ltd. (Air Spray), of Springbrook, Alberta, concerning a procurement (solicitation 0000314544) made by the Canadian Interagency Forest Fire Centre (CIFFC). The solicitation was for the provision of aerial resource services to support Canadian wildfire response. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 30, 2026, to conduct an inquiry into the complaint.

Air Spray alleges that its bid was unreasonably evaluated on the basis that CIFFC applied undisclosed criteria and failed to conduct the evaluation in the required sequence.

Information and mass communication services

The Canadian International Trade Tribunal has received a complaint from TouchĂ©!, a Division of XLR8 Media Inc. (TouchĂ©!), of MontrĂ©al, Quebec, concerning a sole-source procurement made by VIA Rail Canada Inc. (VIA Rail). The procurement was for media agency services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on July 8, 2026, to conduct an inquiry into the complaint.

Touché! alleges that VIA Rail transferred media agency services work to another supplier through a sole source procurement that should have been procured competitively.

INQUIRY NQ-2025-009 — NOTICE OF FINDINGS

Truck bodies

Notice is given that on July 3, 2026, the Canadian International Trade Tribunal found that pursuant to subsection 43(1) of the Special Import Measures Act (SIMA), the dumping of certain truck bodies from China has caused injury to the domestic industry. The Tribunal further found that the circumstances referred to in paragraph 42(1)(b) of SIMA relating to massive importation are not present. The full description of the aforementioned goods can be found in the Tribunal’s finding.
