EXPIRY REVIEW RR-2026-004 — NOTICE OF EXPIRY REVIEW OF ORDERS
Refined sugar
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its orders made on August 6, 2021, in expiry review RR-2020-003, continuing its orders made on October 30, 2015, in expiry review RR-2014-006, continuing its orders made on November 1, 2010, in expiry review RR-2009-003, as amended by its order made on September 28, 2012, in expiry review RR-2009-003R, continuing its orders made on November 2, 2005, in expiry review RR-2004-007, continuing, with amendment, its orders made on November 3, 2000, in review RR-99-006, continuing, with amendment, its findings made on November 6, 1995, in inquiry NQ-95-002, concerning the dumping of refined sugar, refined from sugar cane or sugar beets, in granulated, liquid and powdered form, originating in or exported from the United States of America, Denmark, the Federal Republic of Germany, the Netherlands and the United Kingdom, and the subsidizing of the aforementioned goods originating in or exported from the European Union (the subject goods). The list of products that were excluded from the Tribunal’s findings and previous orders can be found on the Tribunal’s website.
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the orders in respect of the subject goods is likely to result in the continuation or resumption of dumping or subsidizing of the subject goods. If the CBSA determines that the expiry of the orders in respect of any goods is likely to result in the continuation or resumption of dumping or subsidizing, the Tribunal will then determine if the continued or resumed dumping or subsidizing is likely to result in injury to the domestic industry. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than November 27, 2026. The Tribunal will issue its orders and its statement of reasons no later than May 7, 2027.
Each person or government wishing to participate in this expiry review must file Form I—Notice of participation with the Tribunal by July 17, 2026. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section in the notice available on the Tribunal’s website. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, by July 17, 2026. The Tribunal will issue a list of participants shortly thereafter.
On January 19, 2027, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined in the notice. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this expiry review during the week of March 1, 2027, to hear evidence and representations by interested parties. The type of hearing, as well as the hearing’s start date and duration, will be communicated to the parties and posted on the Tribunal’s website at a later date.

FILE PR-2026-027 — NOTICE OF INQUIRY
Office seating
The Canadian International Trade Tribunal has received a complaint from Excel Office Furnishings INC. (Excel), of Cambridge, Ontario, concerning a procurement (solicitation W0106-26DB02) made by the Department of National Defence (DND). The solicitation was for the purchase of office seating, and for its delivery to and installation in Courcelette, Quebec. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on June 17, 2026, to conduct an inquiry into the complaint.
Excel alleges that DND failed to evaluate its bid due to an internal administrative error in the handling of bids. DND’s failure to evaluate Excel’s bid constitutes a breach of its obligation to receive and treat all bids fairly.

Notice is given that on June 26, 2026, the Tribunal found, pursuant to subsection 43(1) of the Special Import Measures Act, that the dumping of the aforementioned goods, and the subsidizing of the aforementioned goods (excluding those goods exported by Shaoneng Group Luzhou Eco [XinFeng] Technology Co., Ltd.), have caused injury to the domestic industry.

PRELIMINARY INJURY INQUIRY PI-2026-003 — NOTICE OF COMMENCEMENT OF PRELIMINARY INJURY INQUIRY
Wheat gluten
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry to determine whether there is evidence that discloses a reasonable indication that the dumping of wheat gluten, as defined below (the subject goods), has caused injury or retardation or is threatening to cause injury, as these words are defined in SIMA. The subject goods are defined as:
Wheat gluten, whether or not blended with wheat flour, salt or any other substance, with a minimum wheat protein content of 40% by weight on a dry basis calculated using a Jones Factor of 5.7, originating in or exported from Italy, Poland, and the United Kingdom, but excluding (i) devitalized wheat gluten; (ii) hydrolyzed wheat gluten; (iii) wheat protein isolates; and (iv) organic wheat gluten that is certified organic in accordance with and otherwise meets the requirements of the Food and Drugs Act, R.S.C., 1985, c. F-27, and regulations made thereunder, and the Safe Food for Canadians Act, S.C. 2012, c. 24, and regulations made thereunder including the Safe Food for Canadians Regulations, S.O.R./2018-108, all of which as may be amended or replaced from time to time.
For greater certainty, the subject goods include but are not limited to vital wheat gluten as defined by the World Health Organization’s Codex Standard 163-1987, Rev. 1–2001 (“Standard for Wheat Protein Products Including Wheat Gluten”).
The Tribunal’s preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file Form I—Notice of participation with the Tribunal, on or before July 2, 2026. Each counsel who intends to represent a party in the preliminary injury inquiry must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, on or before July 2, 2026.
On July 7, 2026, the Tribunal will issue a list of participants.
