REGULATORY IMPACT ANALYSIS STATEMENT
(This statement is not part of the Regulations.)
Issues
Budget 2025 Implementation Act, No. 1 (Bill C-15) includes provisions amending the Canada Post Corporation Act by eliminating the requirement for Governor in Council regulatory approval of postage rate changes. The amendments come into force on a date set by order of the Governor in Council.
Regulatory amendments are required to repeal several provisions referencing regulated postage rates that no longer apply once the legislative amendments take effect. Stamp rates remain the same and can be viewed on canadapost.ca.
Objective
The regulatory amendments have the following objective:
- to repeal obsolete or spent provisions that have no current application.
Description and rationale
International Letter-post Items Regulations
The amendments to the International Letter-post Items Regulations would repeal outdated provisions in section 4, Rates, and Schedule IV, Rates of Postage — Letter-post Items, that reference regulated postage rates, which will no longer apply once the amended legislative framework comes into force.
Letter Mail Regulations
The amendments to the Letter Mail Regulations would repeal outdated provisions: (a) section 3, Rates of Postage, and (b) the Schedule, Rates of Postage — Letter Mail. These provisions will no longer apply once the amended legislative framework comes into force.
Amendments will also be made to subsection 5(2) and section 33 to capture the size and weight limits that distinguish the different rates. Currently, the size and weight limits are set out in the Schedule with specific provisions referencing the Schedule to understand how different rates apply to different sizes and weights for standard mail. Once the Schedule is repealed, it will be necessary to amend subsection 5(2) and section 33 to retain these size and weight limits in regulations.
Special Services and Fees Regulations
The amendments to the Special Services and Fees Regulations would repeal outdated provisions: section 2.1, Rates of Postage — Special Services, Schedule VII, Rates of Postage — Special Services, and subsection 6(1), which references Schedule VII. These provisions reference regulated postage rates that will no longer apply once the amended legislative framework comes into force.
Armed Forces Postal Regulations
The amendments to the Armed Forces Postal Regulations would repeal outdated provisions: section 4, Rates of Postage, and subsection 7(2) of General Conditions. These provisions will no longer apply once the legislative framework comes into force.
Consultation
The Act requires a consultation period through publication of each regulatory proposal in the Canada Gazette. All representations must be sent to Minister of Government Transformation, Public Works and Procurement within 30 days after the prepublication of the proposed Regulations. The representations will be taken into consideration in the preparation of the final regulatory proposal.
One-for-one rule and small business lens
The one-for-one rule does not apply to these amendments, as there is no change in administrative costs or burden to business.
Analysis under the small business lens determined that the amendments will not impact small businesses in Canada.

Notice is given, under subsection 20(1) of the Canada Post Corporation Act footnote a, that the Canada Post Corporation proposes to make the annexed Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act (Miscellaneous Program) under subsection 19(1)footnote b of that Act.
Interested persons may make representations concerning the proposed Regulations within 30 days after the date of publication of this notice. They are strongly encouraged to use the online commenting feature that is available on the Canada Gazette website. Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act (Miscellaneous Program)
Armed Forces Postal Regulations
1 Section 4 of the Armed Forces Postal Regulations footnote 1 and the heading before it are repealed.
2 Subsection 7(2) of the Regulations is repealed.
3 The schedule to the Regulations is repealed.
Special Services and Fees Regulations
4 Section 2.1 of the Special Services and Fees Regulations footnote 2 and the heading before it are repealed.
5 (1) Subsection 6(1) of the Regulations is repealed.
(2) Subsection 6(10) of the Regulations is replaced by the following:
(10) If adhesive tape is used to close an item of mailable matter, the sender must apply their name, mark, stamp or signature on the tape.
6 Schedule VII to the Regulations is repealed.
International Letter-post Items Regulations
7 Section 4 of the International Letter-post Items Regulations footnote 3 and the heading before it are repealed.
8 Schedule IV to the Regulations is repealed.
Letter Mail Regulations
9 Section 3 of the Letter Mail Regulations footnote 4 and the heading before it are repealed.
10 Subsection 5(2) of the Regulations is replaced by the following:
(2) Every envelope or self-mailer shall be sealed except an item of letter mail that exceeds 245 mm in length, 156 mm in width or 5 mm in thickness or that weighs more than 50 g.
11 (1) Paragraphs 32(1)(a) and (b) of the French version of the Regulations are replaced by the following:
- a) plus de 380 mm de longueur, 270 mm de largeur ou 20 mm d’épaisseur;
- b) moins de 140 mm de longueur, 90 mm de largeur ou 0,18 mm d’épaisseur.
(2) Subsection 32(2) of the French version of the Regulations is replaced by the following:
(2) L’envoi standard ne peut mesurer plus de 245 mm de longueur, 156 mm de largeur ou 5 mm d’épaisseur.
12 Paragraph 33(a) of the Regulations is replaced by the following:
- (a) in the case of an item of standard mail not more than 245 mm in length, 156 mm in width or 5 mm in thickness, 50 g; and
13 The schedule to the Regulations is repealed.
Coming into Force
14 These Regulations come into force on the day on which they are registered.
