Steel racks — Decisions
On April 20, 2026, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated investigations into the alleged injurious dumping and subsidization of steel racks originating in or exported from the Peopleâs Republic of China.

EXPIRY REVIEWS RR-2026-002 AND RR-2026-003 — NOTICE OF EXPIRY REVIEWS OF FINDINGS
Concrete reinforcing bar
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its finding made on June 4, 2021, in inquiry NQ-2020-004, concerning the dumping of hot-rolled deformed steel concrete reinforcing bar in straight lengths or coils, commonly identified as rebar, in various diameters up to and including 56.4 mm, in various finishes, excluding plain round bar and fabricated rebar products, originating in or exported from the Peopleâs Democratic Republic of Algeria, the Arab Republic of Egypt, the Republic of Indonesia, the Italian Republic, the Federation of Malaysia, the Republic of Singapore and the Socialist Republic of Vietnam (expiry review RR-2026-002). Also excluded is 10 mm diameter (10M) rebar produced to meet the requirements of CSA G30 18.09 (or equivalent standards) that is coated to meet the requirements of epoxy standard ASTM A775/A 775M 04a (or equivalent standards) in lengths from 1 foot (30.48 cm) up to and including 8 feet (243.84 cm).
The Tribunal also gives notice that, pursuant to subsection 76.03(1) of SIMA, it will initiate an expiry review of its finding made on July 2, 2021, in inquiry NQ-2020-005, concerning the dumping of the same goods originating in or exported from the Sultanate of Oman and the Russian Federation (expiry review RR-2026-003). The Tribunal designated expiry review RR-2026-002 as the lead file for the joint proceeding. Unless otherwise directed by the Tribunal, all documents will be filed in RR-2026-002, with the exception of the notices of expiry review and the orders and statement of reasons, which will be issued in each proceeding.
In these expiry reviews, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the findings in respect of the above-mentioned goods (the subject goods) is likely to result in the continuation or resumption of dumping of the subject goods. If the CBSA determines that the expiry of the findings in respect of any goods is likely to result in the continuation or resumption of dumping, the Tribunal will then determine if the continued or resumed dumping is likely to result in injury to the domestic industry. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunalâs initiation of the expiry reviews, that is, no later than September 17, 2026. The Tribunal will issue its orders and its statement of reasons no later than February 24, 2027.
Each person or government wishing to participate in these expiry reviews must file Form I—Notice of participation with the Tribunal by May 5, 2026. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section in the notice available on the Tribunalâs website. Each counsel who intends to represent a party in the expiry reviews must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, by May 5, 2026. The Tribunal will issue a list of participants shortly thereafter.
On November 9, 2026, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined in the notice on the Tribunalâs website. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to these expiry reviews during the week of December 14, 2026, to hear evidence and representations by interested parties. The type of hearing, start date, and duration of the hearing will be communicated to parties and posted on the Tribunalâs website at a later date.

FILE PR-2025-056 — NOTICE OF DETERMINATION

Notice is given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination on April 17, 2026, with respect to a complaint filed by Masud Trading Company Inc. (Masud Trading), of Richmond, British Columbia, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, concerning a procurement (solicitation W8484-260904) by the Department of National Defence (DND). The solicitation was for the provision of accommodation services for cyber operator training.
Masud Trading alleged, among other things, that the awarded contract was improperly cancelled by DND and that DND erred in its re-evaluation of its bid.
Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was not valid.

The solicitation was for event management services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on April 20, 2026, to conduct an inquiry into the complaint.

The Canadian International Trade Tribunal has been directed by Her Excellency the Governor in Council, on the recommendation of the Minister of Finance, pursuant to paragraph 20(2)(a) of the Canadian International Trade Tribunal Act, to inquire into and report on the importation of the following three classes of goods: (1) solid and engineered wood cabinets and vanities; (2) solid and engineered hardwood flooring; and (3) engineered-wood storage furniture. A full description of each class of goods can be found in the schedule of the Order Referring the Matter of the Importation of Certain Wood Goods to the Canadian International Trade Tribunal (Order in Council).
The purpose of this inquiry is to determine whether the above-mentioned goods are being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury or threat thereof to Canadian producers of like or directly competitive goods.
The Tribunal is being directed, if it makes an affirmative determination for any class of goods, to recommend in respect of that class of goods the most appropriate remedy to address, over a period of three years, the serious injury caused or threatened to be caused by increased importation into Canada of that class of goods, having regard to Canadaâs rights and obligations under international trade agreements.
The Tribunal must report to the Minister by January 15, 2027.
Each person or government wishing to make submissions to the Tribunal must file a Form I—Notice of participation with the Tribunal on or before May 15, 2026. Each counsel who intends to represent a party in the inquiry must file a Form II—Notice of representation, as well as a Form III—Declaration and undertaking, with the Tribunal on or before May 15, 2026. The deadline for participation must be strictly observed, and filings submitted after the deadline will only be accepted in demonstrably extraordinary circumstances and with leave of the Tribunal. The Tribunal will issue a list of participants shortly thereafter.
The Tribunal will hold hearings relating to this safeguard inquiry commencing on October 1, 2026. The Tribunal intends to hold hybrid hearings in person and via videoconference.

Certain steel racks
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry to determine whether there is evidence that discloses a reasonable indication that the dumping and subsidizing of certain steel racks originating in and exported from the Peopleâs Republic of China, as defined below (the subject goods), have caused injury or retardation, or are threatening to cause injury, as these words are defined in SIMA. The subject goods are defined as
- Certain components of steel storage systems of racks, assembled to any extent, or unassembled, being: posts or columns; bracing; beams; cantilever arms; beam connectors; base or foot plates; pallet safety or support bars; cross-aisle ties; row spacers; and wall ties, including parts thereof, with each component made of steel that is at least 1.0668 mm (0.042 inches) thick; each post or column having a width that is greater than 50.8 mm (2.0 inches); and each beam having a height that is equal to or greater than 50.8 mm (2.0 inches).
- Including steel hardware (for example pins, anchors, nuts, bolts, washers and clips) and other components or accessories where the hardware, components or accessories are attached to, packaged with or shipped alongside the components listed in the first paragraph of this definition, but excluding, whether or not attached: rolled primary steel products not further worked; steel beams not further worked; stairs; conveyors; non-steel components or accessories; automated components or equipment; components of freestanding steel structures that are not for integration into a storage system; wheels, rollers and shuttles; shelving that sits on or fits into the horizontal supports to provide the horizontal storage surface of the steel racks, which may be referred to as “decks”; rack protection products, including end of aisle protectors, post protectors, guardrails and bollards; gates, fencing, netting and other security cages or enclosures; backstop panels and dividers; and signs.
- Also excluding, assembled to any extent, or unassembled: heavy duty shelving, boltless shelving, wide-span shelving or light duty racking; wire shelving units; wall-mounted shelving and racks; ceiling-mounted shelving and racks; tubular racks such as garment racks and drying racks; and portable tier racks.
The Tribunalâs preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file Form I—Notice of participation with the Tribunal on or before May 4, 2026. Each counsel who intends to represent a party in the preliminary injury inquiry must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal on or before May 4, 2026.
On May 7, 2026, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
Submissions by parties opposed to the complaint must be filed not later than noon (ET), on May 20, 2026. The complainants and supporting parties may make submissions in response to the submissions of parties opposed to the complaint not later than noon (ET), on May 28, 2026.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some of or all the information to be kept confidential must, among other things, submit a non-confidential edited version or non-confidential summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
