Unarmoured building cables — Decision

On March 16, 2026, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated investigations into the alleged injurious dumping and subsidizing of unarmoured building cables originating in or exported from the People’s Republic of China.

Information

The full product definition and the applicable tariff classification numbers are found on the CBSA Dumping and subsidy investigations webpage. The Statement of Reasons regarding the decision will be available within 15 days following the decision.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES

Maritime Electric Company, Limited

By an application dated 18 March 2026, Maritime Electric Company, Limited (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 400 000 megawatt-hours (MWh) of combined firm and interruptible energy annually, for a period of 10 years. Maritime Electric Company, Limited is an indirect, wholly owned subsidiary of Fortis Inc., an international holding company that controls, directly or indirectly, electric utilities located in Newfoundland, Prince Edward Island, Ontario, Alberta, British Columbia and the United States, as well as electric utilities in several Caribbean countries. The Applicant, or its affiliates, has an interest in the following generation or transmission facilities in Prince Edward Island, Canada: the 49 megawatt (MW) oil-fired Combustion Turbine CT3; and the 40 MW oil-fired Borden Generating Station.

The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.

  1. The Applicant shall provide a copy of the application by email to any person who requests one by emailing orfordan@maritimeelectric.com. The application is also publicly available on the CER’s website.
  2. Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by 27 April 2026.
  3. Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
    • (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
    • (b) whether the Applicant has
      • (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
      • (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
  4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by 12 May 2026.

Amendments

1. Part 4 of the Canadian Food Inspection Agency Fees Notice is amended with the addition of a new item in the Table: Feeds Fees, as follows:

Issues

Amendments to the Canadian Food Inspection Agency Fees Notice (CFIA Fees Notice) are required to set fees to address new licensing requirements under the Health of Animals Regulations (2022) and the Feeds Regulations, 2024.

Objective

The amendments have the following objectives:

Description and rationale

The CFIA Fees Notice sets out the fees for the provision of rights and privileges, as fixed by the Minister of Health pursuant to section 25 of the Canadian Food Inspection Agency Act.

As part of ongoing service fee modernization efforts, the Canadian Food Inspection Agency (CFIA) is undertaking a review of the CFIA Fees Notice to identify areas requiring immediate updates. These efforts include amending the CFIA Fees Notice to address recent regulatory updates to the Health of Animals Regulations (2022) and the Feeds Regulations, 2024, which require the delivery of licensing services by the CFIA.

Specifically, the CFIA will add licence application and licence renewal fees for feeds establishments, listed under Part 4 — Feeds Fees, of the CFIA Fees Notice. It will also amend the existing licence application fee and add a new licence renewal fee for hatcheries establishments, listed under Part 11 — Health of Animals Fees, of the CFIA Fees Notice.

The licensing delivery model currently used for food establishments under the Safe Food for Canadians Regulations now applies to hatcheries and feeds. An aligned cost-recovery approach is therefore proposed to ensure that comparable services are charged consistently, while improving predictability, transparency, and clarity of licensing costs for stakeholders.

Chemical evaluation instruments and supplies

The Canadian International Trade Tribunal has received a complaint from Latent Forensic Services Inc. (Latent), of Burlington, Ontario, concerning a procurement (solicitation 202504940/A) made by the Royal Canadian Mounted Police (RCMP). The solicitation was for the provision of blood alcohol collection kits. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on March 13, 2026, to conduct an inquiry into the complaint.

Latent alleges that the RCMP breached its obligations under the applicable trade agreements because its evaluation of Latent’s bid was not conducted in accordance with the terms of the solicitation.

INQUIRY GC-2025-001 — NOTICE OF COMMENCEMENT OF SAFEGUARD INQUIRY

Certain vegetable goods

The Canadian International Trade Tribunal has been directed by Her Excellency the Governor in Council, on the recommendation of the Minister of Finance, pursuant to paragraph 20(2)(a) of the Canadian International Trade Tribunal Act, to inquire into and report on the importation of certain vegetable goods (the subject goods). A full description of the subject goods can be found in the schedule of the Order Referring the Matter of the Importation of Certain Vegetable Goods to the Canadian International Trade Tribunal (Order in Council).

The purpose of this inquiry is to determine whether the above-mentioned goods are being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury or threat thereof to Canadian producers of like or directly competitive goods.

The Tribunal is being directed, if it makes an affirmative determination, to recommend the most appropriate remedy to address, over a period of three years, the injury or threat of injury, in accordance with Canada’s rights and obligations under international trade agreements. In this regard, the Tribunal is being directed to consider the effect of the remedy on the affordability for consumers of certain vegetable goods and food security.

The Tribunal must report to the Minister by September 9, 2026.

Each person or government wishing to make submissions to the Tribunal must file a Form I—Notice of Participation with the Tribunal on or before April 2, 2026. Each counsel who intends to represent a party in the inquiry must file a Form II—Notice of Representation, as well as a Form III—Declaration and Undertaking, with the Tribunal on or before April 2, 2026. The deadline for participation must be strictly observed, and filings submitted after the deadline will only be accepted in demonstrably extraordinary circumstances and with leave of the Tribunal. The Tribunal will issue a list of participants shortly thereafter.

The Tribunal will hold a hearing relating to this safeguard inquiry commencing on June 15, 2026. The Tribunal intends to hold a hybrid hearing (in-person and via videoconference).

Certain unarmoured building cables

The Canadian International Trade Tribunal gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry to determine whether there is evidence that discloses a reasonable indication that the dumping and subsidizing of certain unarmoured building cables, as defined below (the subject goods), have caused injury or retardation or are threatening to cause injury, as these words are defined in SIMA. The Tribunal’s preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file Form I—Notice of Participation with the Tribunal, on or before March 30, 2026. Each counsel who intends to represent a party in the preliminary injury inquiry must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, on or before March 30, 2026.

On April 2, 2026, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.

Submissions by parties opposed to the complaint must be filed not later than noon (ET), on April 14, 2026. The complainant and supporting parties may make submissions in response to the submissions of parties opposed to the complaint not later than noon (ET), on April 22, 2026.

In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some of or all the information to be kept confidential must, among other things, submit a non-confidential edited version or non-confidential summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
