SPECIAL IMPORT MEASURES ACT

Decision regarding oil country tubular goods

On December 22, 2025, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made a preliminary determination of dumping of oil country tubular goods from Mexico and the Philippines, and originating in Türkiye and exported or produced by, or on behalf of, Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş., originating in South Korea and exported or produced by, or on behalf of, Hyundai Steel Company, and originating in the United States of America and exported or produced by, or on behalf of, Tenaris S.A.

The Canadian International Trade Tribunal (CITT) will conduct a full inquiry into the question of injury to the Canadian industry and will make an order or finding no later than 120 days after its receipt of the notice of the preliminary determination of dumping.

Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods that are released from the CBSA during the period commencing December 22, 2025, and ending on the earlier of the day the investigation is terminated, the day on which the CITT makes an order or finding, or the day an undertaking is accepted.

The amount of provisional duties payable is not greater than the estimated margin of dumping. The Customs Act applies with respect to the accounting and payment of provisional duty. Therefore, failure to pay duties within the prescribed time will result in the application of the interest provisions of the Customs Act.

EXPIRY REVIEW RR-2024-008 — NOTICE OF ORDER

Hot-rolled carbon steel plate

Notice is given that on December 17, 2025, the Canadian International Trade Tribunal, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), continued its order made on March 13, 2020, in expiry review RR-2019-001, continuing, with amendment, its finding made on May 20, 2014, in inquiry NQ-2013-005, which was continued, with amendment, by its order made on September 8, 2022, in review NQ-2013-005R, concerning the dumping of hot-rolled carbon steel plate, originating in or exported from the Federative Republic of Brazil, the Kingdom of Denmark, the Republic of Indonesia, the Italian Republic, Japan and the Republic of Korea (excluding goods exported from the Republic of Korea by Hyundai Steel Company).

Accommodation services

The Canadian International Trade Tribunal has received a complaint from NACRIS Inc. (NACRIS), of Wilmington, Delaware, concerning a procurement (solicitation W018-25A003) made by the Department of National Defence (DND). The solicitation was for the provision of hotel amenities and accommodation services in Ridgecrest, California, United States of America. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on December 12, 2025, to conduct an inquiry into the complaint.

NACRIS alleges that DND did not evaluate the winning bid in accordance with the requirements set out in the solicitation documents.

Oil country tubular goods

Notice was received by the Canadian International Trade Tribunal on December 22, 2025, from the Director General of the Trade and Antidumping Programs Directorate at the Canada Border Services Agency (CBSA), stating that a preliminary determination had been made respecting the dumping of oil country tubular goods, comprising casing, tubing, and green tubes made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish or connection (including premium or semi-premium connections), having a nominal outside diameter from 2.375 inches to 13.375 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute specification 5CT or equivalent and/or enhanced proprietary standards, regardless of grade, originating in or exported from the United Mexican States and the Republic of the Philippines, and originating in the Republic of Türkiye and exported or produced by, or on behalf of, Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. (or its successors or assigns), originating in the Republic of Korea and exported or produced by or on behalf of Hyundai Steel Company (or its successors or assigns), and originating in the United States of America and exported or produced by or on behalf of Tenaris S.A. (or its subsidiaries, affiliates, successors, or assigns), but excluding the following:

Pursuant to section 42 of the Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry to determine whether the dumping of the above-mentioned goods has caused injury or retardation or is threatening to cause injury, to make inquiries with respect to massive importations, and to determine such other matters as the Tribunal is required to determine under that section.

Each person or government wishing to participate in the inquiry and at the hearing as a party must file and Form I—Notice of Participation with the Tribunal, on or before January 6, 2026. Each counsel who intends to represent a party in the inquiry and at the hearing must file Form II—Notice of Representation Form III—Declaration and Undertaking with the Tribunal, on or before January 6, 2026.

On February 10, 2026, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.

The Tribunal will hold a hearing relating to this inquiry commencing on March 23, 2026, to hear evidence and representations by interested parties. The type of hearing will be communicated at a later date.
