| Issues | The first issue is whether the normal values applicable to the goods in issue should be those established during the Canada Border Services Agency’s re-investigations, which concluded on September 6, 2022, and March 17, 2023, as determined by the President of the Canada Border Services Agency, or those in place at the time the goods were released from customs, as claimed by Pacific Tubulars Ltd. The second issue is whether the export prices applicable to the goods in issue should be those determined by the President of the Canada Border Services Agency as part of the re-determinations made pursuant to section 59 of the Special Import Measures Act or those adjusted in the manner claimed by Pacific Tubulars Ltd. |

Accommodation services
The Canadian International Trade Tribunal has received a complaint from Global Lodging Management Corporation (GLMC), of Pittsburgh, Pennsylvania, concerning a procurement (solicitation W8484-260904) made by the Department of National Defence (DND). The solicitation was for the provision of accommodation services for cyber operator training. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on December 12, 2025, to conduct an inquiry into the complaint.
GLMC alleges, among other things, that DND erred in its re-evaluation of its bid.
