Certain carbon and alloy steel wire — Decision
On December 3, 2025, pursuant to paragraph 41(1)(b) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) has made a final determination of dumping in respect of certain carbon and alloy steel wire originating in or exported from China, Chinese Taipei, India, Italy, Malaysia, Portugal, Spain, Thailand, TĂĽrkiye, and Vietnam.
The Canadian International Trade Tribunal (CITT) inquiry into the question of injury to the Canadian industry is continuing, and it will issue its decision by January 2, 2026. Provisional duties will continue to be imposed on the subject goods from China, Chinese Taipei, India, Italy, Malaysia, Portugal, Spain, Thailand, TĂĽrkiye, and Vietnam until the CITT renders its decision.
If the CITT finds that the dumping has caused injury or is threatening to cause injury, antidumping duties will be applied to future importations of the subject goods. In that event, the importer in Canada shall pay such duties.
The Customs Act applies, with any modifications that the circumstances require, with respect to the accounting and payment of antidumping duties.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
NorthPoint Energy Solutions Inc.
By an application dated 8 December 2025, NorthPoint Energy Solutions Inc. (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 5 500 000 MWh of combined firm and interruptible energy annually, for a period of 10 years. The Applicant, or its affiliates, has an interest in the following generation or transmission facilities in Canada: Saskatchewan Power Corporation’s generation and transmission facilities, in Saskatchewan. This comprises 5 437 MW of generation assets and 14 816 km of transmission lines.
The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.
- The Applicant shall provide a copy of the application by email to any person who requests one by emailing truzic@saskpower.com. The application is also publicly available on the CER’s website.
- Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by 12 January 2026.
- Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by 27 January 2026.

EXPIRY REVIEW RR-2025-006 — NOTICE OF EXPIRY REVIEW OF ORDER
Oil country tubular goods
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its order made on December 30, 2020, in expiry review RR-2019-006, continuing, with amendment, its finding made on April 2, 2015, in inquiry NQ-2014-002, which was continued, with amendment, by its order made on September 8, 2022, in review NQ-2014-002R, concerning the dumping of oil country tubular goods, which are casing, tubing and green tubes made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 13 3/8 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute (API) specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, excluding drill pipe, pup joints, couplings, coupling stock and stainless steel casing, tubing or green tubes containing 10.5 percent or more by weight of chromium, originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, the Republic of India, the Republic of Indonesia, the Republic of Korea (South Korea), the Kingdom of Thailand, the Republic of TĂĽrkiye, Ukraine and the Socialist Republic of Vietnam, except for goods exported from South Korea by Hyundai Steel Company, and goods exported from TĂĽrkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping, the Tribunal will then determine if the continued or resumed dumping is likely to result in injury to the domestic industry. The CBSA will provide notice of its determination within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than April 30, 2026. The Tribunal will issue its order and its statement of reasons no later than October 7, 2026.
Each person or government wishing to participate in this expiry review must file Form I—Notice of Participation with the Tribunal by December 16, 2025. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section in the notice available on the Tribunal’s website. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, by December 16, 2025. The Tribunal will issue a list of participants shortly thereafter.
On June 22, 2026, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this expiry review commencing on July 27, 2026. The type of hearing will be communicated at a later date.

Whereas in Determination No. R-2025-197 dated November 28, 2025, the Canadian Transportation Agency (Agency) determined, pursuant to subsection 127.1(1) of the Canada Transportation Act (CTA), S.C. 1996, c. 10, as amended, the regulated interswitching rates for 2026, according to the interswitching distance zones as defined in the Railway Interswitching Regulations, SOR/88-41, as amended;
Whereas pursuant to subsection 127.1(5) of the CTA, the Agency shall cause the interswitching rates to be published in the Canada Gazette, Part I, no later than December 31 before the beginning of the calendar year for which the rates apply,

SPECIES AT RISK ACT
Description of critical habitat of Channel Darter, Lake Erie population, in Point Pelee National Park of Canada
The Channel Darter (Percina copelandi) is a small, light sand- or olive-coloured, slender fish with an elongated body. The species has clear or lightly speckled fins, brown speckles on its back, cross-shaped markings over its dorsal surface and brown, oblong or round blotches on its side, often joined by a thin line. This species is listed on Schedule 1 of the Species at Risk Act. In Canada, the Lake Erie population of Channel Darter occurs in southern Ontario in the St. Clair River, Lake St. Clair, the Detroit River, and Lake Erie. The species lives in river habitats with moderate current and lakeshore beaches with clean, coarse sand and fine gravel.
The Recovery Strategy and Action Plan for the Channel Darter (Percina copelandi) in Canada (Lake Erie and Lake Ontario populations) identifies critical habitat for this species in many locations, including Point Pelee National Park of Canada.
Notice is hereby given, pursuant to subsection 58(3) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Channel Darter, Lake Erie population, as identified in the recovery strategy and action plan for that species that is included in the Species at Risk Public Registry, and that is located within Point Pelee National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
