APPLICATION TO VARY PERMIT TO EXPORT ELECTRICITY TO THE UNITED STATES

AlbertaEx G.P. Inc., on behalf of AlbertaEx, L.P.

By an application dated 5 December 2025, AlbertaEx G.P. Inc., on behalf of AlbertaEx, L.P. (the Applicant), has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) to vary the geographical scope of its existing authorization (Permit EPE-498) to export up to 2 000 000 MWh of combined firm and interruptible energy annually, for a period of 10 years, so that it can export not only from Alberta, but from all international power lines from Canada. The Applicant, or its affiliates, has an interest in the following generation or transmission facilities in Canada: the Montana-Alberta Tie Line (MATL), a 230-kilovolt (kV), 345 km transmission line between Lethbridge, Alberta, and Great Falls, Montana; the Rattlesnake Ridge Windfarm, a 130-megawatt (MW) windfarm located southwest of Medicine Hat, Alberta; the NAT-1 power plant, a 20 MW natural gas fired, distribution-connected generator located northwest of Medicine Hat, Alberta; and AltaLink, a transmission facility owner in Alberta.

The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a varied permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.

  1. The Applicant shall provide a copy of the application by email to any person who requests one by emailing regulatoryfilings@bhe-canada.ca. The application is also publicly available on the CER’s website.
  2. Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by 20 January 2026.
  3. Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
    • (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
    • (b) whether the Applicant has
      • (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
      • (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
  4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by 5 February 2026.

Water treatment services

The Canadian International Trade Tribunal has received a complaint from Rochester Midland Canada Corporation (RMCC), of Ajax, Ontario, concerning a procurement (solicitation WS4890122015) made by the Department of Public Works and Government Services (PWGSC). Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on November 20, 2025, to conduct an inquiry into the complaint.

RMCC alleges irregularities in the procurement process, including that PWGSC failed to follow the rules set out in its tender documentation and failed to conduct the evaluation of its bid in a procedurally fair and transparent manner.

Rules for Evaluations Conducted by Designated Offices (2026)

Pursuant to subsection 34(1) of the Yukon Environmental and Socio-economic Assessment Act (YESAA), notice is hereby given that the Yukon Environmental and Socio-economic Assessment Board proposes to adopt the Rules for Evaluations Conducted by Designated Offices (2026) [DO Rules, 2026]. These rules will govern the assessment of project proposals submitted to the designated offices for evaluation after the effective date. The purpose of the proposed DO Rules, 2026 is to enhance the effectiveness and efficiency of the designated office evaluation processes, as set out in YESAA.

The Board invites the public to provide written representations concerning the proposed DO Rules, 2026. The Board will accept written representations received on or before February 11, 2026. All such representations should be submitted to the Board via email to rulesreview@yesab.ca. Representations may also be mailed or delivered to the Board’s office at Suite 200–309 Strickland Street, Whitehorse, Yukon Y1A 2J9.

The Board will not be acknowledging receipt of representations on this matter. However, when finalizing the DO Rules, 2026, it will give full and fair consideration to each written representation it receives on or before February 11, 2026.
