FILE PR-2025-043 — NOTICE OF INQUIRY

Software

The Canadian International Trade Tribunal has received a complaint from 2Keys Corporation (2Keys), of Ottawa, Ontario, concerning a procurement (solicitation BPM023591/29928) made by Shared Services Canada (SSC). The solicitation was for the qualification of suppliers that can deliver an issuing and verifying digital credentials solution. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on October 30, 2025, to conduct an inquiry into the complaint.

2Keys alleges that it was denied a fair evaluation because SSC relied on undisclosed criteria and on an unreasonable interpretation of the criteria, and failed to take into account 2Keys’ response in at least one instance.

FILE PR-2025-044 — NOTICE OF INQUIRY

Security system upgrades

The Canadian International Trade Tribunal has received a complaint from Maritect Investigations and Security Ltd. (Maritect), of Sydney, Nova Scotia, concerning a procurement (solicitation EB144-250191 [WS5266793963]) made by the Department of Public Works and Government Services (PWGSC). The solicitation was for security system upgrade services for the Canadian Coast Guard College in Sydney, Nova Scotia. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on November 6, 2025, to conduct an inquiry into the complaint.

Maritect alleges that the type and number of required door access locks were only specified in an amendment to the solicitation three business days prior to the solicitation closing, and that PWGSC unreasonably denied Maritect’s extension request to confirm pricing with its suppliers in light of the revised requirement.

The Canadian International Trade Tribunal has received a complaint from Leo-Pisces Services Group Inc. (Leo-Pisces), of Brampton, Ontario, concerning a procurement (solicitation 24-58316) made by the National Research Council of Canada (NRC). The solicitation was for the provision of services of a financial specialist. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on November 13, 2025, to conduct an inquiry into the complaint.

Leo-Pisces alleges irregularities in the procurement process, including that the NRC incorrectly evaluated its proposal.
