CANADIAN INTERNATIONAL TRADE TRIBUNAL
FILE PR-2025-016 — NOTICE OF DETERMINATION
Language training services
Notice is given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination on October 23, 2025, with respect to a complaint filed by École de langues Eagle Inc. (ELE), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, concerning a procurement (solicitation WS4927918591) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for second language education and training services.
ELE alleged that its bid was improperly and unfairly evaluated because, among other things, PWGSC based its evaluation on undisclosed criteria.
Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was valid.

CANADIAN INTERNATIONAL TRADE TRIBUNAL
FILE PR-2025-034 — NOTICE OF INQUIRY
Business data support
The Canadian International Trade Tribunal has received a complaint from Equifax Canada Co. (Equifax), of Toronto, Ontario, concerning a procurement (solicitation ACAN-25-030) made by Export Development Canada (EDC). The solicitation was for the provision of business data from a wide range of countries and markets to support daily credit decisions, monitor its portfolio, and respond to specific business information requests. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on October 16, 2025, to conduct an inquiry into the complaint.
Equifax alleges that EDC wrongly concluded that Equifax’s statement of capabilities did not meet the requirements of the advance contract award notice, and that EDC wrongly prescribed a competitor’s solution as a technical specification when assessing its statement of capabilities.
Further information may be obtained from, the Registry, 613‑993‑3595 (telephone), citt-tcce@tribunal.gc.ca (email).
