Cast iron soil pipe — Decisions
On October 9, 2025, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing of cast iron soil pipe from the People’s Republic of China.
The Canadian International Trade Tribunal (CITT) will conduct a full inquiry into the question of injury to the Canadian industry and will make an order or finding no later than 120 days after its receipt of the notice of the preliminary determinations of dumping and subsidizing.
Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods that are released from the CBSA during the period commencing October 9, 2025, and ending on the earlier of the day the investigations are terminated, the day on which the CITT makes an order or finding, or the day an undertaking is accepted.
The amount of provisional duties payable is not greater than the estimated margin of dumping and the estimated amount of subsidy. The Customs Act applies with respect to the accounting and payment of provisional duty. Therefore, failure to pay duties within the prescribed time will result in the application of the interest provisions of the Customs Act.

EXPIRY REVIEW RR-2025-005 — NOTICE OF EXPIRY REVIEW OF ORDER
Oil country tubular goods
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its order made on December 10, 2020, in expiry review RR-2019-005, continuing, without amendment, its order made on March 2, 2015, in expiry review RR-2014-003, continuing, without amendment its finding made on March 23, 2010, in inquiry NQ-2009-004 concerning the dumping and subsidizing of oil country tubular goods, including, in particular, casing and tubing, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 13 3/8 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute specification 5CT or equivalent standard, in all grades, excluding drill pipe, seamless casing up to 11 3/4 inches (298.5 mm) in outside diameter, pup joints, welded or seamless, heat-treated or not heat-treated, in lengths of up to 3.66 m (12 feet), and coupling stock, originating in or exported from the People’s Republic of China (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping or subsidizing of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping or subsidizing, the Tribunal will then determine if the continued or resumed dumping or subsidizing is likely to result in injury to the domestic industry. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than March 9, 2026. The Tribunal will issue its order and its statement of reasons no later than August 14, 2026.
Each person or government wishing to participate in this expiry review must file Form I—Notice of Participation with the Tribunal by October 27, 2025. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section below. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, by October 27, 2025. The Tribunal will issue a list of participants shortly thereafter.
On May 1, 2026, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this expiry review commencing on June 8, 2026. The type of hearing will be communicated at a later date.

The Canadian International Trade Tribunal has received a complaint from Vaultie Inc. (Vaultie), of Toronto, Ontario, concerning a procurement (solicitation BPM023591/29928) made by Shared Services Canada. The solicitation was for the qualification of suppliers that can deliver an issuing and verifying digital credentials solution. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on October 1, 2025, to conduct an inquiry into the complaint.
Vaultie alleges that the evaluation was not conducted in accordance with the terms of the invitation to qualify and that the evaluator showed bias.

Notice is given that on October 9, 2025, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined that there is evidence that discloses a reasonable indication that the dumping of oil country tubular goods, originating in or exported from the United Mexican States, the Republic of the Philippines, the Republic of Türkiye, the Republic of Korea and the United States of America, has caused injury to the domestic industry. The full description of the aforementioned goods and the excluded goods can be found in the Tribunal’s determination.
