Resolution

Pursuant to section 66.5 of the Employment Insurance Act, notice is hereby given that the Employment Insurance premium rate for the year 2026 is $1.63 per $100 of insurable earnings.

Pursuant to sections 76.07 and 76.35 of the Employment Insurance Regulations, notice is hereby given that the Employment Insurance premium reduction rate for the year 2026 for residents of Quebec covered under the Quebec Parental Insurance Plan is $0.33. Therefore, the Employment Insurance premium rate for residents of Quebec is $1.30 per $100 of insurable earnings.

Ministerial condition
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)

Whereas the Minister of the Environment and the Minister of Health (the ministers) have assessed information pertaining to the substance spiro[6H-cyclopenta[b]pyridine-6,3′-[3H]pyrrolo[2,3-b]pyridine]-3-carboxamide,1′,2′,5,7-tetrahydro-N-[(3S,5S,6R)-6-methyl-2-oxo-1-(2,2,2-trifluoroethyl)-5-(2,3,6-trifluorophenyl)-3-piperidinyl]-2′-oxo-, (3′S)-, Chemical Abstracts Service Registry Number 1374248-81-3;

And whereas the ministers suspect that the substance is toxic or capable of becoming toxic within the meaning of section 64 of the Canadian Environmental Protection Act, 1999 (the Act),

The Minister of the Environment, pursuant to paragraph 84(1)(a) of the Act, hereby permits the manufacture or import of the substance subject to the conditions of the following annex.

ANNEX

Conditions
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)

1. The following definitions apply in these ministerial conditions:

“notifier”
means the person who has, on September 23, 2025, provided to the Minister of the Environment the prescribed information concerning the substance, in accordance with subsection 81(1) of the Canadian Environmental Protection Act, 1999 (the Act);
“substance”
means spiro[6H-cyclopenta[b]pyridine-6,3′-[3H]pyrrolo[2,3-b]pyridine]-3-carboxamide,1′,2′,5,7-tetrahydro-N-[(3S,5S,6R)-6-methyl-2-oxo-1-(2,2,2-trifluoroethyl)-5-(2,3,6-trifluorophenyl)-3-piperidinyl]-2′-oxo-, (3′S)-, Chemical Abstracts Service Registry Number 1374248-81-3.

2. The notifier may manufacture or import the substance subject to the present ministerial conditions.

Restrictions

3. At least 120 days prior to beginning manufacturing the substance in Canada, the notifier shall inform the Minister of the Environment, in writing, and provide the following information:

4. Where any release to the environment of the substance or waste containing it occurs, the notifier shall immediately take all measures necessary to prevent any further release, and to limit the dispersion of any release. Furthermore, the notifier shall, as soon as possible in the circumstances, notify an enforcement officer or the person providing the 24-hour emergency telephone service for the province or territory where the release occurs referred to in the schedule to the Release and Environmental Emergency Notification Regulations.

5. The notifier shall, prior to transferring the physical possession or control of the substance to any person

Record-keeping requirements

6. (1) The notifier shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating

(2) When the notifier learns of a change to the address referred to in paragraph (1)(c), the notifier must update the electronic or paper records mentioned in subsection (1) accordingly within 30 days after learning of the change.

(3) The notifier shall create the electronic or paper records mentioned in subsection (1) no later than 30 days after the date the information or documents become available.

(4) The notifier shall maintain the electronic or paper records mentioned in subsection (1)

(5) Any records mentioned in subsection (1) that are kept electronically must be in an electronically readable format.

Coming into force

7. The present ministerial conditions come into force on October 2, 2025.

TELECOMMUNICATIONS ACT

Notice No. TPB-002-2025 — Petition to the Governor in Council concerning Telecom Decision CRTC 2025-157

Notice is hereby given that a petition was received by the Governor in Council (GIC) under section 12 of the Telecommunications Act with respect to Telecom Decision CRTC 2025-157, Iristel Inc. – Application to review and vary Telecom Decision 2024-141 regarding notices of disconnection of telecommunications services issued by Bell Canada and Northwestel Inc., a decision issued by the Canadian Radio-television and Telecommunications Commission (CRTC).

Subsection 12(1) of the Telecommunications Act provides that, within one year after a decision by the CRTC, the GIC may, on petition in writing presented to the GIC within 90 days after the decision, or on the GIC’s own motion, by order, vary or rescind the decision or refer it back to the CRTC for reconsideration of all or a portion of it.

Submissions regarding this petition should be filed by November 12, 2025. All comments received will be posted on the Innovation, Science and Economic Development Canada Spectrum management and telecommunications website.
