Notice with respect to the availability of a report summarizing any comments and notices of objection received
Pursuant to subsection 10(6) of the Canadian Environmental Protection Act, 1999, notice is hereby given that the Minister of the Environment makes available a summary of how any comments or notices of objection were dealt with regarding the Agreement on the Equivalency of Federal and Alberta Regulations Respecting the Release of Methane from the Oil and Gas Sector in Alberta, 2025. A summary of how any comments or notices of objection were dealt with regarding the Order Declaring that the Regulations Respecting Reduction in the Release of Methane and Certain Volatile Organic Compounds (Upstream Oil and Gas Sector) Do Not Apply in Alberta is also available.
The report is available as of September 27, 2025, on the Canadian Environmental Protection Act Registry of the Department of the Environment.

Notice with respect to the availability of an administrative agreement
Pursuant to subsection 4.1(4) of the Fisheries Act, notice is hereby given that the Minister of the Environment makes available for a 60-day public comment period, before it is entered into, the “Proposed administrative agreement between the Government of Saskatchewan and the Government of Canada regarding the administration of the Wastewater Systems Effluent Regulations in Saskatchewan.”
The proposed agreement is available as of September 27, 2025, on the Environment and Climate Change Canada website.
Any person may, within 60 days after the publication of this notice, provide comments citing the present notice and its date of publication in the Canada Gazette, Part I, to the following contact person.

Notice No. TPB-001-2025 — Petition to the Governor in Council concerning 8622-B89-202405711
Notice is hereby given that a petition was received by the Governor in Council (GIC) under section 12 of the Telecommunications Act with respect to 8622-B89-202405711, Telecom - Secretary General Letter addressed to Zineb Arbaoui (Bravo Telecom), a decision issued by the Canadian Radio-television and Telecommunications Commission (CRTC).
Subsection 12(1) of the Telecommunications Act provides that, within one year after a decision by the CRTC, the GIC may, on petition in writing presented to the GIC within 90 days after the decision, or on the GIC’s own motion, by order, vary or rescind the decision or refer it back to the CRTC for reconsideration of all or a portion of it.
Submissions regarding this petition should be filed by October 28, 2025. All comments received will be posted on Innovation, Science and Economic Development Canada’s Spectrum management and telecommunications website, under Petitions and Public Notices.

- Radio Standards Specification RSS-102.IPD.MEAS, issue 2, Measurement Procedure for Assessing Incident Power Density (IPD) Compliance in Accordance with RSS-102, which sets out the IPD compliance requirements for all equipment operating in the 6 to 300 GHz frequency band.
- RSS-102.IPD.SIM, issue 2, Simulation Procedure for Assessing Incident Power Density (IPD) Compliance in Accordance with RSS-102, which sets out the computational electromagnetics simulation procedures for assessing compliance of equipment operating in the frequency range from 6 to 300 GHz.

Basic rate
Notice is hereby given, in accordance with section 5 of the Assessment of Pension Plans Regulations, that the Superintendent of Financial Institutions sets the basic rate, established pursuant to section 4 of the said Regulations, at $12.00 for the Office year beginning on April 1, 2026. In accordance with subsection 1(1) of the said Regulations, this rate applies to all pension plans registered under the Pension Benefits Standards Act, 1985 and the Pooled Registered Pension Plans Act.

Notice of intent — Evaluation by Environment and Climate Change Canada of the ongoing need for the Emergency Order for the Protection of the Western Chorus Frog Great Lakes / St. Lawrence — Canadian Shield Population (Longueuil)
Introduction
The Species at Risk Act (SARA) includes discretionary authorities that enable emergency intervention, including the making of emergency orders, in exceptional circumstances. SARA intends for such orders to be used as a last resort.
Environment and Climate Change Canada (ECCC) plans to evaluate the ongoing need for the emergency order protecting Western Chorus Frog in the municipality of Longueuil, Quebec. This process is being initiated in response to zoning changes (available in French only) made by the boroughs of Saint-Hubert (available in French only) and Vieux-Longueuil (available in French only) in Longueuil.
Based on this evaluation, if the Minister of Environment and Climate Change determines that all or parts of the Emergency Order are no longer necessary to address threats to the recovery of Western Chorus Frog, she will recommend its amendment or repeal to the Governor in Council. This notice provides interested parties with the opportunity to provide input to inform the Department’s evaluation.
Background
Western Chorus Frog (Great Lakes / St. Lawrence — Canadian Shield Population) [“the species”] was listed as threatened on Schedule 1 of SARA on February 23, 2010.
In 2021, in response to calls for intervention to protect the species in Longueuil, Quebec, the Governor in Council, on the recommendation of the Minister of Environment and Climate Change, made the Emergency Order for the Protection of the Western Chorus Frog Great Lakes / St. Lawrence — Canadian Shield Population (Longueuil). The purpose of this Emergency Order was to protect the species by preventing loss or degradation of the habitat required for the viability of the Boisé Du Tremblay metapopulation in Longueuil. This Order applies to approximately 20 hectares of habitat, portions of which were either under development or for which authorizations for future development had been issued.

Public input
ECCC is seeking input from interested parties to help inform the evaluation. In particular, ECCC is seeking input on
- activities within the area of application of the Emergency Order that could threaten the Boisé Du Tremblay metapopulation if the Order were repealed, including the likelihood and timing of those activities;
- the potential impacts of the activities on the Boisé Du Tremblay metapopulation;
- whether measures are in place in the area of application of the Emergency Order that would mitigate or prevent threats to the Western Chorus Frog and its habitat, even if the Order were repealed; and
- any relevant data on the species and its habitat within the Order area.
The publication of this notice of intent in the Canada Gazette, Part I, initiates a 90-day comment period that will end on December 29, 2025.
