Thermal paper rolls — Decisions

On September 10, 2025, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing of thermal paper rolls from China.

The Canadian International Trade Tribunal (CITT) will conduct a full inquiry into the question of injury to the Canadian industry and will make an order or finding no later than 120 days after its receipt of the notice of the preliminary determinations of dumping and subsidizing.

Pursuant to section 8 of SIMA, provisional duties are payable on the subject goods that are released from the CBSA during the period commencing September 10, 2025, and ending on the earlier of the day the investigations are terminated, the day on which the CITT makes an order or finding, or the day an undertaking is accepted.

The amount of provisional duties payable is not greater than the estimated margin of dumping and the estimated amount of subsidy. The Customs Act applies with respect to the accounting and payment of provisional duty. Therefore, failure to pay duties within the prescribed time will result in the application of the interest provisions of the Customs Act.

The full product definition and potential applicable tariff classification numbers are found on the CBSA Dumping and subsidy investigations web page. The Statement of Reasons regarding these decisions will be issued within 15 days following the decisions.

Corrosion-resistant steel sheet II

The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its finding made on November 16, 2020, in inquiry NQ-2019-002, concerning the dumping of corrosion-resistant flat-rolled steel sheet products of carbon steel (the subject goods), originating in or exported from the Republic of Türkiye (excluding those goods exported by Borçelik Çelik Sanayi Ticaret A.Ş.) and the Socialist Republic of Vietnam, and the subsidizing of the subject goods originating or exported from the Republic of Türkiye (excluding those goods exported by Atakaş Çelik Sanayi ve Ticaret A.Ş., Borçelik Çelik Sanayi Ticaret A.Ş. and Tatmetal Çelik Sanayi ve Ticaret A.Ş.), including products alloyed with the following elements:

Boron (B) not more than 0.01%,
Niobium (Nb) not more than 0.100%,
Titanium (Ti) not more than 0.08%, or
Vanadium (V) not more than 0.300%,

in coils or cut lengths, in thicknesses up to 0.168 in. (4.267 mm) and widths up to 72 inch (1,828.8 mm) with all dimensions being plus or minus allowable tolerances contained in the applicable standards, with or without passivation and/or anti-fingerprint treatments, and excluding

corrosion-resistant steel sheet products for use in the manufacture of passenger automobiles, buses, trucks, ambulances or hearses or chassis therefor, or parts thereof, or accessories or parts thereof;
steel products for use in the manufacture of aeronautic products;
steel sheet that is coated or plated with tin, lead, nickel, copper, chromium, chromium oxides, both tin and lead (“terne plate”), or both chromium and chromium oxides (“tinfree steel”);
stainless flat-rolled steel products;
corrosion-resistant steel sheet products that have been pre-painted, including with lacquers or varnishes, or permanently coated in plastic;
galvanized armouring tape, which is narrow flat steel tape of 3 in. or less, that has been coated by a final operation with zinc by either the hot-dip galvanizing or the electrogalvanizing process so that all surfaces, including the edges, are coated;
perforated steel; and
tool steel.

In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the finding in respect of the subject goods is likely to result in the continuation or resumption of dumping or subsidizing of the subject goods. If the CBSA determines that the expiry of the finding in respect of any goods is likely to result in the continuation or resumption of dumping or subsidizing, the Tribunal will then determine if the continued or resumed dumping or subsidizing is likely to result in injury to the domestic industry. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than February 6, 2026. The Tribunal will issue its order and its statement of reasons no later than July 16, 2026.

Each person or government wishing to participate in this expiry review must file Form I—Notice of Participation with the Tribunal by September 24, 2025. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section in the notice available on the Tribunal’s website. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, by September 24, 2025. INQUIRY NQ-2025-004 — NOTICE OF COMMENCEMENT OF INQUIRY

Thermal paper rolls

Notice was received by the Canadian International Trade Tribunal on September 10, 2025, from the Director General of the Trade and Antidumping Programs Directorate at the Canada Border Services Agency (CBSA), stating that preliminary determinations had been made respecting the dumping and subsidizing of thermal paper rolls in nominal widths up to and including 15 centimetres, with a nominal paper weight of 70 grams per square metre (“gsm”) or less and a thermal active coating on one or both sides comprised of a dye and a developer that react and form an image when heat is applied, excluding thermal paper rolls with an adhesive backing, originating in or exported from the People’s Republic of China.

Pursuant to section 42 of the Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry to determine whether the dumping and subsidizing of the above-mentioned goods have caused injury or retardation or are threatening to cause injury, to make inquiries with respect to massive importations, and to determine such other matters as the Tribunal is required to determine under that section.

Each person or government wishing to participate in the inquiry and at the hearing as a party must file Form I—Notice of Participation with the Tribunal, on or before September 25, 2025. Each counsel who intends to represent a party in the inquiry and at the hearing must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, on or before September 25, 2025.

On October 30, 2025, the Tribunal will issue a list of participants. Notice is given that on September 9, 2025, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal has determined that there is evidence that discloses a reasonable indication that the dumping and subsidizing of cast iron soil pipe, originating in or exported from China, have caused or are threatening to cause injury to the domestic industry.
