Steel strapping — Decision
On August 5, 2025, pursuant to subsection 39(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) extended the preliminary phase of the investigations into the alleged injurious dumping of steel strapping originating in or exported from the People’s Republic of China (China), the Republic of Türkiye, the Republic of Korea, and the Socialist Republic of Vietnam, and the injurious subsidizing of steel strapping originating in or exported from China.
The SIMA provides that, under normal circumstances, the preliminary phase of the investigations shall be completed within 90 days of the date of initiation. However, due to the complexity or novelty of the issues presented by the investigations, the number of persons involved, and the difficulty of obtaining satisfactory evidence in the investigations, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.
Consequently, the decision to issue preliminary determinations or to terminate the investigations with respect to some or all of the goods will be made on or before September 24, 2025.

CANADA ENERGY REGULATOR
APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
TransCanada Energy Sales Ltd.
By an application dated August 8, 2025, TransCanada Energy Sales Ltd. (the Applicant), has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 5 000 000 MWh of firm energy annually and up to 5 000 000 MWh of interruptible energy annually, for a period of 10 years.
The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.
- The Applicant shall provide a copy of the application by email to any person who requests one by emailing pscmlegal@tcenergy.com. The application is also publicly available on the CER’s website.
- Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by September 15, 2025.
- Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present, in response to items 2 and 3 of this Notice of Application and Directions on Procedure, shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by September 29, 2025.

EXPIRY REVIEW RR-2025-003 — NOTICE OF EXPIRY REVIEW OF ORDER
Hot-rolled carbon steel plate and high-strength low-alloy steel plate
The Canadian International Trade Tribunal gives notice that, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), it will initiate an expiry review of its order made on November 10, 2020, in expiry review RR-2019-004, continuing, without amendment, the order made on January 30, 2015, in expiry review RR-2014-002, continuing, with amendment, its finding made on February 2, 2010, in inquiry NQ-2009-003, concerning the dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths in widths from 24 inches (610 mm) to 152 inches (3,860 mm) inclusive and in thicknesses from 0.187 inches (4.75 mm) up to and including 3.0 inches (76.0 mm) inclusive (with all dimensions being plus or minus allowable tolerances contained in the applicable standards, e.g. ASTM standards A6/A6M and A20/A20M), originating in or exported from Ukraine, excluding universal mill plate, plate for use in the manufacture of pipe and plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate) [the subject goods]. The list of additional products that were excluded from the Tribunal’s previous orders can be found on the Tribunal’s website.
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping, the Tribunal will then determine if the continued or resumed dumping is likely to result in injury to the domestic industry. The CBSA will provide notice of its determination within 150 days after receiving notice of the Tribunal’s initiation of the expiry review, that is, no later than January 2, 2026. The Tribunal will issue its order and its statement of reasons no later than June 11, 2026.
Each person or government wishing to participate in this expiry review must file Form I—Notice of Participation with the Tribunal by August 20, 2025. Regarding the importance of the deadline for filing a notice of participation, please read carefully the “Support by domestic producers” section in the notice available on the Tribunal’s website. Each counsel who intends to represent a party in the expiry review must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, by August 20, 2025. The Tribunal will issue a list of participants shortly thereafter.
On February 24, 2026, the Tribunal will distribute the record to participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this expiry review commencing on March 30, 2026. The type of hearing will be communicated at a later date.

Language training services
The Canadian International Trade Tribunal has received a complaint from École de langues Eagle Inc. (ELE), of Ottawa, Ontario, concerning a procurement (solicitation WS4927918591) issued by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for second language education and training services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on August 1, 2025, to conduct an inquiry into the complaint.
ELE alleges that its bid was improperly and unfairly evaluated because, among other things, PWGSC based its evaluation on undisclosed criteria.
