INQUIRY NQ-2025-001 — NOTICE OF TERMINATION OF INQUIRY
Corrosion-resistant steel sheet
Upon receipt of a preliminary determination of dumping made on April 17, 2025, the Canadian International Trade Tribunal initiated an inquiry, pursuant to section 42 of the Special Import Measures Act, respecting the dumping of corrosion-resistant flat-rolled steel sheet products of carbon steel, including products alloyed with the following elements:
- Boron (B) not more than 0.01%;
- Niobium (Nb) not more than 0.100%;
- Titanium (Ti) not more than 0.08%; or
- Vanadium (V) not more than 0.300%;
in coils or cut lengths, in thicknesses up to 0.168 in. (4.267 mm) and widths up to 72 in. (1,828.8 mm) with all dimensions being plus or minus allowable tolerances contained in the applicable standards, with or without passivation and/or anti-fingerprint treatments, originating in or exported from the Republic of TĂĽrkiye by Borçelik Çelik Sanayi Ticaret A.Ş. (the subject goods), and excluding:
- corrosion-resistant steel sheet products for use in the manufacture of passenger automobiles, buses, trucks, ambulances or hearses or chassis therefor, or parts thereof, or accessories or parts thereof;
- steel products for use in the manufacture of aeronautic products;
- steel sheet that is coated or plated with tin, lead, nickel, copper, chromium, chromium oxides, both tin and lead (“terne plate”), or both chromium and chromium oxides (“tin-free steel”);
- stainless flat-rolled steel products;
- corrosion-resistant steel sheet products that have been pre-painted, including with lacquers or varnishes, or permanently coated in plastic;
- galvanized armouring tape, which is narrow flat steel tape of 3 in. or less, that has been coated by a final operation with zinc by either the hot-dip galvanizing or the electrogalvanizing process so that all surfaces, including the edges, are coated;
- perforated steel; and
- tool steel.
On July 16, 2025, the President of the Canada Border Services Agency (CBSA) terminated the investigation concerning the dumping of the aforementioned products on the basis that they were not dumped.
In light of the President’s conclusion that there were no dumped subject goods, the Tribunal terminates its inquiry respecting the dumping of the aforementioned products pursuant to subsection 42(4.1) of SIMA.

NOTICE OF DECISION
Certain softwood lumber products from Canada
Notice is hereby given, pursuant to Rule 74 of the Canada–United States–Mexico Agreement (CUSMA) Rules of Procedure for Article 10.12 (Binational Panel Reviews), that the binational panel established to review the final affirmative antidumping determination made by the United States Department of Commerce, respecting “Certain Softwood Lumber Products from Canada,” issued its Decision and Order on July 21, 2025 (Secretariat File No.: USA-CDA-2020-10.12-02).
In the July 21, 2025, Decision and Order, the binational panel affirmed in part and remanded in part the United States Department of Commerce’s determination respecting “Certain Softwood Lumber Products from Canada.”
The binational panel instructed the United States Department of Commerce to provide its Decision on Remand by October 20, 2025.
The decision and order are available on the Trade Agreements Secretariat’s e-Filing registry (account required to access information).
EXPLANATORY NOTE
Chapter 10 of CUSMA establishes a procedure for replacing domestic judicial review of determinations in antidumping and countervailing duty cases involving imports from a CUSMA country with review by binational panels.
These panels are established, when a Request for Panel Review is received by the CUSMA Secretariat, to act in place of national courts to review final determinations expeditiously to determine whether they are in accordance with the antidumping or countervailing duty law of the country that made the determination.
Under Article 10.12 of CUSMA, which came into force on July 1, 2020, the Government of Canada, the Government of the United States and the Government of Mexico established the Rules of Procedure for Article 10.12 (Binational Panel Reviews). These rules were adopted by the CUSMA Free-Trade Commission on July 2, 2020.

SPECIES AT RISK ACT
Description of critical habitat of Gypsy Cuckoo Bumble Bee in Kluane National Park of Canada
The Gypsy Cuckoo Bumble Bee (Bombus bohemicus) is medium-sized, yellow, black and white. Females invade nests of host bumble bee species and employ the host workers to rear their own offspring. This species is listed on Schedule 1 of the Species at Risk Act. In Canada, the Gypsy Cuckoo Bumble Bee has an extensive range. It has been recorded in every province and territory except Nunavut. The Gypsy Cuckoo Bumble Bee and its host species require an abundant supply of pollen and nectar sources from a wide variety of plants. These are found in open meadows, mixed farmlands, urban areas, boreal woodlands, taiga, montane meadows and wetland edges.
The Recovery Strategy for the Gypsy Cuckoo Bumble Bee (Bombus bohemicus) in Canada identifies critical habitat for the species in a number of areas, including within Kluane National Park of Canada.
Notice is hereby given, pursuant to subsection 58(3) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Gypsy Cuckoo Bumble Bee, identified in the recovery strategy for the species that is included in the Species at Risk Public Registry, and that is located within Kluane National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
