SPECIAL IMPORT MEASURES ACT

Corrosion-resistant steel sheet — Decision

On July 16, 2025, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) terminated the dumping investigation in respect of corrosion-resistant steel sheet from Türkiye by Borçelik Çelik Sanayi Ticaret A.Ş., as the goods were not dumped.

The subject goods are usually classified under the following tariff classification numbers:

The above-listed tariff classifications cover both subject and non-subject goods.

Provisional duties will no longer be imposed on imports of goods for which the dumping investigation has been terminated. Any provisional duties paid or security posted will be refunded, as appropriate.

Information

The Statement of Reasons regarding this decision will be issued within 15 days following the decision and will be available on the CBSA website.

FILE PR-2025-014 — NOTICE OF INQUIRY

Night vision equipment

The Canadian International Trade Tribunal has received a complaint from Cadex Inc., of Saint-Jean-sur-Richelieu, Quebec, concerning a procurement (solicitation WS4843480208) issued by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation was for the supply of binocular night vision devices (BNVD) systems with in-service support. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on July 9, 2025, to conduct an inquiry into the complaint.

Cadex Inc. alleges that a technical requirement, namely the minimum signal-to-noise ratio, specified in the request for proposal (RFP), is unreasonable and impossible to meet, and results in the procurement being a disguised sole-source contract.

FILE PR-2024-082 — NOTICE OF INQUIRY

Wildlife control services

The Canadian International Trade Tribunal has received a complaint from West Coast Wildlife Control Services Ltd. (West Coast), of Comox, British Columbia, concerning a procurement (solicitation WS4046247012) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for wildlife control services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on March 12, 2025, to conduct an inquiry into the complaint.

West Coast alleges that the successful bidder did not meet the mandatory requirements of the solicitation, and that PWGSC improperly conducted the technical evaluation resulting in an unfair advantage to the successful bidder.

PRELIMINARY INJURY INQUIRY PI-2025-004 — NOTICE OF COMMENCEMENT OF PRELIMINARY INJURY INQUIRY

Cast iron soil pipe

The Canadian International Trade Tribunal gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry to determine whether there is evidence that discloses a reasonable indication that the dumping and subsidizing of cast iron soil pipe, as defined below (the subject goods), have caused injury or retardation or are threatening to cause injury, as these words are defined in SIMA.

The subject goods are defined as

The Tribunal’s preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file Form I—Notice of Participation with the Tribunal, on or before July 24, 2025. Each counsel who intends to represent a party in the preliminary injury inquiry must file Form II—Notice of Representation and Form III—Declaration and Undertaking with the Tribunal, on or before July 24, 2025.

On July 29, 2025, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and Undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.

Submissions by parties opposed to the complaint must be filed not later than noon (ET), on August 12, 2025. The complainant and supporting parties may make submissions in response to the submissions of parties opposed to the complaint not later than noon (ET), on August 19, 2025.

In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some of or all the information to be kept confidential must, among other things, submit a non-confidential edited version or non-confidential summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
