Cast iron soil pipe — Decision

On July 11, 2025, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated investigations into the alleged injurious dumping and subsidizing of cast iron soil pipe originating in or exported from the People’s Republic of China (China).

The alleged dumped and subsidized goods are normally imported under the following tariff classification numbers:

The tariff classification numbers include non-subject goods. In addition, subject goods may fall under tariff classification numbers that are not listed.

The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of injury to the Canadian industry. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of injury, the investigations will be terminated.

Representations

Interested persons are invited to file written submissions presenting facts, arguments and evidence relevant to the alleged dumping and alleged subsidizing. Written submissions must be sent electronically to simaregistry-depotlmsi@cbsa-asfc.gc.ca. To be given consideration in these investigations, the CBSA must receive this information by November 17, 2025.

Any information submitted by interested persons concerning these investigations will be considered public information unless clearly marked confidential. When a submission is marked confidential, a non-confidential edited version of the submission also must be provided.

Certain carbon and alloy steel wire  Decision

On July 7, 2025, pursuant to subsection 39(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) extended the preliminary phase of the investigation into the alleged injurious dumping of certain carbon and alloy steel wire originating in or exported from the People’s Republic of China, the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), the Republic of India, the Italian Republic, the Federation of Malaysia, the Portuguese Republic, the Kingdom of Spain, the Kingdom of Thailand, the Republic of TĂĽrkiye, and the Socialist Republic of Vietnam.

The SIMA provides that, under normal circumstances, the preliminary phase of the investigation shall be completed within 90 days of the date of initiation. However, due to the complexity or novelty of the issues presented by the investigation, the number of persons involved, and the difficulty of obtaining satisfactory evidence in the investigation, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.

Consequently, the decision to issue a preliminary determination of dumping or to terminate the investigation with respect to some or all of the goods will be made on or before September 4, 2025.

FILE PR-2025-013 — NOTICE OF INQUIRY

Security services

The Canadian International Trade Tribunal has received a complaint from the British Columbia Corps of Commissionaires (BCCC), of Vancouver, British Columbia, concerning a procurement (solicitation M2989-252261) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Royal Canadian Mounted Police. The solicitation was for scene security and emergent event services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on July 9, 2025, to conduct an inquiry into the complaint.

BCCC alleges that the solicitation process was not properly advertised, as it was not detected by BCCC’s monitoring across all standard procurement portals, and that PWGSC did not notify BCCC of the solicitation despite being the incumbent provider.

PRELIMINARY INJURY INQUIRY PI-2025-002 — NOTICE OF DETERMINATION

Steel strapping

Notice is hereby given that on July 10, 2025, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal has determined that there is evidence disclosing a reasonable indication that the dumping of steel strapping, originating in or exported from China, South Korea, TĂĽrkiye and Vietnam, and the subsidizing of the aforementioned goods, originating in or exported from China, are threatening to cause injury to the domestic industry. The full description of the aforementioned goods and the excluded goods can be found in the Tribunal’s determination.
