Thermal paper rolls — Decision
On June 12, 2025, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated investigations into the alleged injurious dumping and subsidizing of thermal paper rolls originating in or exported from the People’s Republic of China.
The alleged dumped and subsidized goods are normally imported under the following tariff classification number:
- 4811.90.00.90
The tariff classification number includes non-subject goods. In addition, subject goods may fall under tariff classification numbers that are not listed.
The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of injury to the Canadian industry. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of injury, the investigations will be terminated.

The full product definition is found on the CBSA website. The Statement of Reasons regarding the decision will be issued within 15 days following the decision and will be available on the CBSA website.
Representations
Interested persons are invited to file written submissions presenting facts, arguments and evidence relevant to the alleged dumping and alleged subsidizing. Written submissions must be sent electronically to simaregistry@cbsa-asfc.gc.ca. To be given consideration in these investigations, the CBSA must receive this information by October 20, 2025.
Any information submitted by interested persons concerning these investigations will be considered public information unless clearly marked confidential. When a submission is marked confidential, a non-confidential edited version of the submission also must be provided.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Emera Energy Capacity (2020) Incorporated
By an application dated 16 June, 2025, Emera Energy Capacity (2020) Incorporated (the Applicant) has applied to the Canada Energy Regulator (the CER) under Division 2 of Part 7 of the Canadian Energy Regulator Act (the Act) for authorization to export up to 9 600 000 MWh of combined firm and interruptible energy annually, for a period of 10 years. The Applicant, or its affiliates, has an interest in the following generation or transmission facilities in Canada: certain facilities in Nova Scotia (generation, transmission and distribution) and in Newfoundland and Labrador (transmission), the specifics of which are presented in the application to the CER.
The Commission of the Canada Energy Regulator (the Commission) wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The Directions on Procedure that follow explain in detail the procedure that will be used.
- The Applicant shall provide a copy of the application by email to any person who requests one by emailing legal@emeraenergy.com. The application is also publicly available on the CER website.
- Written submissions that any interested party wishes to present shall be filed online with the CER in care of the Secretary of the Commission, and emailed to the Applicant, by 21 July 2025.
- Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the CER in care of the Secretary of the Commission and emailed to the party that filed the submission by 5 August 2025.

REQUEST FOR PANEL REVIEW
Large diameter welded pipe from Canada
Notice is hereby given, in accordance with the Special Import Measures Act and the Canada—United States—Mexico Agreement (CUSMA), that on May 30, 2025, a Request for Panel Review of the final determination made by the United States International Trade Commission, respecting “Large Diameter Welded Pipe from Canada: Final Determination of the Five-Year Review of the Antidumping Order”, was filed on behalf of Evraz Inc. NA Canada with the United States Section of the CUSMA Secretariat, pursuant to Article 10.12 of CUSMA.
The final determination was published in the Federal Register, on May 2, 2025 (90 Fed. Reg. 18867).
The panel review will be conducted in accordance with the Rules of Procedure for Article 10.12 (Binational Panel Reviews). Subrule 40(1)(c) of the above-mentioned rules provides that
- (i) a Party or interested person may challenge the final determination in whole or in part by filing a Complaint in accordance with Rule 44 no later than 30 days after the filing of the first Request for Panel Review [the deadline for filing a Complaint is June 30, 2025];
- (ii) a Party, an investigating authority, or other interested person who does not file a Complaint but who intends to participate in the panel review must file a Notice of Appearance in accordance with Rule 45 no later than 45 days after the filing of the first Request for Panel Review [the deadline for filing a Notice of Appearance is July 14, 2025];
- (iii) the panel review will be limited to the allegations of error of fact or law, including challenges to the jurisdiction of the investigating authority, that are set out in the Complaints filed in the panel review and to the procedural and substantive defenses raised in the panel review.
Notices of Appearance and Complaints pertaining to the present panel review, USA-CDA-2025-10.12-01, should be filed with the United States Secretary at the USMCA Secretariat, Room 2061, 1401 Constitution Avenue N.W., Washington, D.C. 20230, United States.
EXPLANATORY NOTE
Chapter 10 of CUSMA establishes a procedure for replacing domestic judicial review of determinations in antidumping and countervailing duty cases involving imports from a CUSMA country with review by binational panels.
These panels are established, when a Request for Panel Review is received by the CUSMA Secretariat, to act in place of national courts to review final determinations expeditiously to determine whether they are in accordance with the antidumping or countervailing duty law of the country that made the determination.
Under Article 10.12 of CUSMA, which came into force on July 1, 2020, the Government of Canada, the Government of the United States and the Government of Mexico established the Rules of Procedure for Article 10.12 (Binational Panel Reviews). These rules were adopted by the CUSMA Free-Trade Commission on July 2, 2020.

SPECIES AT RISK ACT
Description of critical habitat of Quebec Rockcress in Forillon National Park of Canada
The Quebec Rockcress (Boechera quebecensis) is an herbaceous plant that grows up to 10–45 cm tall listed on Schedule 1 of the Species at Risk Act. Its finely toothed leaves form rosettes at the base of the plant. The entire global population of this plant is restricted to a few limestone cliffs and escarpments in Gaspésie and Lower St. Lawrence in Quebec. There are only five known occurrences of Quebec Rockcress, none of them consisting of more than 175 mature individuals.
The Recovery Strategy for the Quebec Rockcress (Boechera quebecensis) in Canada identifies critical habitat for the species in a number of areas, including within Forillon National Park of Canada.
Notice is hereby given, pursuant to subsection 58(3) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Quebec Rockcress, identified in the recovery strategy for the species that is included in the Species at Risk Public Registry, and that is located within Forillon National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
