Steel strapping — Decision

On May 12, 2025, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated investigations into the alleged injurious dumping of steel strapping originating in or exported from the People’s Republic of China (China), the Republic of Türkiye, the Republic of Korea, and the Socialist Republic of Vietnam, and the injurious subsidizing of steel strapping originating in or exported from China.

The alleged dumped and subsidized goods are normally imported under the following tariff classification numbers:

The tariff classification numbers include non-subject goods. In addition, subject goods may fall under tariff classification numbers that are not listed.

The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of injury to the Canadian industry. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of injury, the investigations will be terminated.

Representations

Interested persons are invited to file written submissions presenting facts, arguments and evidence relevant to the alleged dumping and alleged subsidizing. Written submissions must be sent electronically to simaregistry@cbsa-asfc.gc.ca. To be given consideration in these investigations, the CBSA must receive this information by September 18, 2025.

Any information submitted by interested persons concerning these investigations will be considered public information unless clearly marked confidential. When a submission is marked confidential, a non-confidential edited version of the submission also must be provided.

NOTICE OF FILING OF AN APPLICATION FOR PERMITS TO CONSTRUCT AND OPERATE TWO INTERNATIONAL POWER LINES

Saskatchewan Power Corporation

On May 9, 2025, under section 248 of the Canadian Energy Regulator Act, the Saskatchewan Power Corporation (the Applicant) filed an application (the Application) with the Canada Energy Regulator (the CER) for two permits to construct and operate two 230 kV international power lines interconnecting the Applicant’s power system in Saskatchewan with that of the Southwest Power Pool in the State of North Dakota. The proposed routes for the power lines are each approximately 6 km in length, from the Tableland Switching Station, located approximately 15 km southwest of Estevan, Saskatchewan, to points on the international border between Saskatchewan and North Dakota, United States.

The Commission of the CER (the Commission) wishes to obtain the views of interested parties on this Application before issuing the permits or recommending to the Governor in Council that the Application be designated for a certificate procedure. The directions below explain in detail the procedure that will be used.

  1. The Applicant shall provide a copy of the Application via email to any person who requests one by contacting Shauntel Anderson by email at slanderson@saskpower.com. The Application is also publicly available on the CER’s website.
  2. Written submissions in respect of the Application shall be filed online with the CER, and served on the Applicant via email, by June 21, 2025.
  3. Any response to such submissions that the Applicant wishes to submit shall be filed with the CER and emailed to the party that filed the submission by July 6, 2025.

PRELIMINARY INJURY INQUIRY PI-2025-002 — NOTICE OF COMMENCEMENT OF PRELIMINARY INJURY INQUIRY

Steel strapping

The Canadian International Trade Tribunal gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry to determine whether there is evidence that discloses a reasonable indication that the dumping of steel strapping, of carbon or alloy steel, with or without seals, whether or not in coils, whether or not punched, whether or not waxed, regardless of surface finish (including whether or not coated, painted, galvanized or “blued”), with a nominal width of 9.5 mm (3/8 inch) to 50.8 mm (2 inches) inclusive, and a nominal thickness of 0.38 mm (0.015 inch) to 1.12 mm (0.044 inch) inclusive (with all dimensions being plus or minus allowable tolerances), originating in or exported from the People’s Republic of China, the Republic of Türkiye, the Republic of Korea, and the Socialist Republic of Vietnam, and the subsidizing of steel strapping originating in or exported from the People’s Republic of China (the subject goods), have caused injury or retardation or are threatening to cause injury, as these words are defined in SIMA.

The Tribunal’s preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file Form I—Notice of participation with the Tribunal, on or before May 26, 2025. Each counsel who intends to represent a party in the preliminary injury inquiry must file Form II—Notice of representation and Form III—Declaration and undertaking with the Tribunal, on or before May 26, 2025.

On May 29, 2025, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.

Submissions by parties opposed to the complaint must be filed not later than noon (ET), on June 10, 2025. The complainant and supporting parties may make submissions in response to the submissions of parties opposed to the complaint not later than noon (ET), on June 17, 2025.

In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some of or all the information to be kept confidential must, among other things, submit a non-confidential edited version or non-confidential summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
