Letters patent amending the Special Service Medal Regulations

Whereas, by letters patent issued on June 11, 1984, the Special Service Medal was instituted and created in Canada;

Whereas those letters patent ordained, directed and appointed that the award of the Medal be governed by the Special Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on December 1, 1992, revoking the Regulations annexed to the letters patent issued on June 11, 1984, and substituting them with the Special Service Medal Regulations annexed to the letters patent issued on December 1, 1992;

Whereas letters patent did issue on October 1, 1999 and on August 27, 2019 amending the Special Service Medal Regulations;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the Special Service Medal Regulations;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Prime Minister, orders that letters patent do issue, under the Great Seal of Canada, amending the Special Service Medal Regulations in accordance with the annexed schedule.

TO ALL TO WHOM these presents shall come or whom the same may in any way concern,

GREETING:

Whereas by letters patent issued on June 11, 1984, the Special Service Medal was instituted and created in Canada;

Whereas, those letters patent ordained, directed and appointed that the award of the Medal be governed by the Special Service Medal Regulations annexed to the letters patent;

Whereas letters patent did issue on December 1, 1992, revoking the Regulations annexed to the letters patent issued on June 11, 1984, and substituting them with the Special Service Medal Regulations annexed to the letters patent issued on December 1, 1992;

Whereas letters patent did issue on October 1, 1999 and on August 27, 2019, amending the Special Service Medal Regulations;

And whereas it is desirable and Our Privy Council for Canada has advised that letters patent do issue amending the Special Service Medal Regulations;

Now know you that We, by and with the advice of Our Privy Council for Canada, do by these presents amend the Special Service Medal Regulations in accordance with the annexed schedule.

IN WITNESS WHEREOF, We have caused these Our Letters to be made Patent and We have caused the Great Seal of Canada to be affixed to them.

Our Right Trusty and Well-beloved Mary May Simon, Chancellor and Principal Companion of Our Order of Canada, Chancellor and Commander of Our Order of Military Merit, Chancellor and Commander of Our Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.

Schedule

1 The definitions eligible allied force member and eligible civilian in section 2 of the Special Service Medal Regulations are repealed.

2 (1) Subsection 4(1) of the Regulations is amended by striking out “and” at the end of paragraph (a), by adding “and” at the end of paragragh (b) and by adding the following after paragraph (b):

(c) except when the Medal bears the Royal Crown and Cypher of Queen Elizabeth II, engraved on the rim, the recipient’s service or regimental number, rank, initials of their given names, and surname or, in the case of a civilian recipient, their given names and surname.

(2) Subsection 4(3) of the Regulations is replaced by the following:

(3) The Medal shall be awarded with a Bar that the Governor in Council specifies as representing the service referred to in any of paragraphs 5(a) to (e).

3 Section 5 of the Regulations is replaced by the following:

5 A person is eligible to be awarded the Medal if the person has served at the initiative, by the nomination or with the agreement of the Government of Canada and

4 The heading before section 10 and section 10 of the Regulations are replaced by the following:

Wearing of Medal and Bars

10 (1) The Medal shall be worn on the left breast in accordance with the order of precedence determined by the Governor in Council.

(2) When only one Bar is awarded, it shall be worn centred on the ribbon. When several Bars are awarded, they shall be spaced evenly on the ribbon in the order that they were earned. The first Bar earned shall be worn closest to the Medal.

(3) When the undress ribbon is worn, a silver maple leaf shall be worn centred on the ribbon of the Medal to indicate the awarding of a second Bar, a gold maple leaf shall be worn to indicate the awarding of a third Bar, and a red maple leaf shall be worn to indicate the awarding of a fourth Bar. If more than four Bars have been awarded, the maple leaves shall be worn in combination so as to indicate the total number of Bars awarded.
