Concrete reinforcing bar — Decisions
On December 12, 2024, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) terminated the dumping investigation in respect of concrete reinforcing bar exported from Thailand by Thai Steel Profile Public Company Limited, as the goods were not dumped.
On the same day, pursuant to paragraph 41(1)(b) of SIMA, the CBSA made a final determination of dumping of concrete reinforcing bar originating in or exported from Bulgaria, Thailand, and the United Arab Emirates, for all other exporters for which the dumping investigation has not been terminated.

The above-listed tariff classifications cover both subject and non-subject goods.
The Canadian International Trade Tribunal (CITT) will continue its inquiry into the question of injury to the Canadian industry and will issue its decision by January 13, 2025. Provisional duties will continue to be imposed on the subject goods from Bulgaria, Thailand, and the United Arab Emirates until the CITT renders its decision. However, provisional duties will no longer be imposed on imports of goods for which the dumping investigation has been terminated. Any provisional duties paid or security posted will be refunded, as appropriate.
If the CITT finds that the dumping has caused injury or are threatening to cause injury, anti-dumping duties will be applied to future importations of the subject goods. In that event, the importer in Canada shall pay such duties.
The Customs Act applies, with any modifications that the circumstances require, with respect to the accounting and payment of anti-dumping duties.
Information
The Statement of Reasons regarding this decision will be issued within 15 days following the decision and will be available on the CBSA’s website.

INQUIRY
Decontamination and demolition services
The Canadian International Trade Tribunal has received a complaint (File PR-2024-057) from Axxys Construction (Axxys), of Montréal, Quebec, concerning a procurement (solicitation WS4082835679) made by the Department of Public Works and Government Services (PWGSC). The solicitation was for a standing offer for decontamination and demolition services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on November 29, 2024, to conduct an inquiry into the complaint.
Axxys alleges that PWGSC improperly awarded the standing offer to one of the bidders that did not meet the mandatory technical requirements.

Permission and leave granted (Abubaqr, Mian)
The Public Service Commission of Canada, pursuant to section 116 of the Public Service Employment Act, hereby gives notice that it has granted permission, pursuant to subsection 114(4) of the said Act, to Mian Abubaqr, Employment and Social Development Canada, to seek nomination as a candidate, before and during the election period, and to be a candidate before the election period, in the electoral district of Milton East–Halton Hills South, Ontario, in the federal election to be held on or before October 20, 2025.
The Public Service Commission of Canada, pursuant to subsection 114(5) of the said Act, has also granted a leave of absence without pay during the election period, effective the first day the employee is a candidate during the election period.
