Pursuant to subsection 10(6) of the Canadian Environmental Protection Act, 1999, notice is hereby given of the availability of a report summarizing how comments and notices of objection were addressed further to the 60-day public comment period of the draft Agreement on the Equivalency of Federal and Saskatchewan Regulations for the Control of Greenhouse Gas Emissions from Electricity Producers in Saskatchewan, 2025.
The report is available as of November 2, 2024, on the Canadian Environmental Protection Act Registry of the Department of the Environment.

- SRSP-500, Issue 2, Technical Requirements for Land Mobile and Fixed Radio Services Operating in the Bands 138-144 MHz and 148-174 MHz, which states the minimum technical requirements for the purpose of efficient spectrum utilization for land mobile and fixed point-to-point systems operating in the Very High Frequency (VHF) bands 138-144 and 148-174 MHz.

Public release of the initial environmental assessment and the summary of the initial gender-based analysis plus of the Canada-Ecuador Free Trade Agreement negotiations
In accordance with the Cabinet Directive on Strategic Environmental and Economic Assessment, Global Affairs Canada (GAC) is committed to conducting environmental assessments for all trade and investment negotiations using a process that requires interdepartmental coordination and public consultation. The objectives of the environmental assessment of a trade agreement are
- (1) to assist Canadian negotiators to integrate environmental considerations into the negotiating process by providing information on the potential environmental impacts of a proposed trade and/or investment agreement; and
- (2) to document how environmental factors are being considered in the course of trade negotiations.
The Government of Canada is committed to sustainable development. Mutually supportive trade and environmental policies can contribute to this objective. The Minister of Export Promotion, International Trade and Economic Development has therefore directed trade officials to seek information and otherwise improve their understanding of the relationship between trade and environmental issues, and to do this through an open and inclusive process. Environmental assessments of trade negotiations are critical to this work.
The Government of Canada is committed to the advancement of an inclusive approach to trade that seeks to ensure the benefits and opportunities resulting from free trade agreements (FTAs) are more widely shared, including with under-represented groups in Canada’s economy and trade, such as women, small and medium-sized enterprises (SMEs), and Indigenous peoples. In this regard, the Government has committed to conduct a comprehensive quantitative and qualitative chapter-by-chapter gender-based analysis plus (GBA Plus) process to inform Canada-Ecuador FTA negotiations through an examination of gender and other diversity considerations. The GBA Plus aims at providing a better understanding of the potential effects and opportunities of a Canada-Ecuador FTA on Canadians — workers, producers, business owners, entrepreneurs, and consumers. In this regard, the GBA Plus will also help Canadian officials to identify opportunities for Canada to pursue new gender-responsive and inclusive trade provisions. On December 15, 2023, the Government notified the House of Commons of its intent to initiate free trade agreement negotiations between Canada and Ecuador and subsequently tabled its negotiating objectives on March 19, 2024. Negotiations with Ecuador were later launched in April 2024. The Government of Canada also held public consultations from January 6 to February 21, 2023, to solicit the views of Canadians on a Canada-Ecuador FTA. A summary of the feedback received was published on the Global Affairs Canada website.
Following the publication of the Notice of intent to conduct impact assessments, including an initial environmental assessment and gender-based analysis plus, on a Canada-Ecuador Free Trade Agreement on April 27, 2024, the Government of Canada released the Initial Environmental Assessment and the Summary of the Initial GBA Plus of the Canada-Ecuador FTA negotiations on November 1, 2024.
All interested parties are invited to submit their comments on the Initial Environmental Assessment and the Summary of the Initial GBA Plus of the Canada-Ecuador FTA negotiations by December 2, 2024.
Once negotiations conclude, and prior to ratification of the final FTA, a final environmental assessment and a GBA Plus will be undertaken to assess the potential impacts of the negotiated outcome on the environment, and on gender and other diversity considerations in Canada.
The Government of Canada is seeking the views of under-represented groups in trade such as women, Indigenous Peoples and SMEs, as well as industry stakeholders, non-governmental organizations, and all interested Canadian citizens.
