COMMENCEMENT OF INQUIRY
Concrete reinforcing bar
Notice was received by the Canadian International Trade Tribunal on September 13, 2024, from the Director General of the Trade and Anti-dumping Programs Directorate at the Canada Border Services Agency (CBSA), stating that a preliminary determination (inquiry NQ-2024-003) had been made respecting the dumping of hot-rolled deformed steel concrete reinforcing bar in straight lengths or coils, commonly identified as rebar, in various diameters up to and including 56.4 mm, in various finishes, excluding plain round bar and fabricated rebar products, originating in or exported from the Republic of Bulgaria, the Kingdom of Thailand, and the United Arab Emirates. The product definition also excludes “10 mm diameter (10M) rebar produced to meet the requirements of CSA G30 18.09 (or equivalent standards) that is coated to meet the requirements of epoxy standard ASTM A775/A 775M 04a (or equivalent standards) in lengths from 1 foot (30.48 cm) up to and including 8 feet (243.84 cm)”.
Pursuant to section 42 of Special Import Measures Act (SIMA), the Tribunal has initiated an inquiry to determine whether the dumping of the subject goods has caused injury or retardation or is threatening to cause injury, to make inquiries with respect to massive importations, and to determine such other matters as the Tribunal is required to determine under that section.
Each person or government wishing to participate in the inquiry and at the hearing as a party must file Form I—Notice of participation (party) with the Tribunal, on or before October 1, 2024. Each counsel who intends to represent a party in the inquiry and at the hearing must file Form II—Notice of representation (counsel of record) and Form III—Declaration and undertaking (counsel of record) with the Tribunal, on or before October 1, 2024.
On November 4, 2024, the Tribunal will issue a list of participants. Counsel and self-represented participants are required to serve their respective submissions on each other on the dates outlined in the notice on the Tribunal’s website. Public submissions are to be served on counsel and those participants who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed Form III—Declaration and undertaking (counsel of record) with the Tribunal. This information will be included in the list of participants. One complete electronic version of all submissions must be filed with the Tribunal.
The Tribunal will hold a hearing relating to this inquiry commencing on December 9, 2024, to hear evidence and representations by interested parties. The type of hearing will be communicated at a later date.

The Canadian International Trade Tribunal has received a complaint (file PR-2024-040) from the Institut du Nouveau Monde (INM), of Montréal, Quebec, concerning a procurement (solicitation 10233032 - B) made by the Department of Canadian Heritage (PCH). The solicitation was for the development and drafting of the second State of Youth Report. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is given that the Tribunal made a decision on September 17, 2024, to conduct an inquiry into the complaint.
The INM alleges that the procurement process was unfair.

Notice is given that on September 19, 2024, pursuant to paragraph 76.03(12)(b) of the Special Import Measures Act, the Canadian International Trade Tribunal continued its finding (expiry review RR-2023-006) made on December 21, 2018, in inquiry NQ-2018-002, concerning the dumping and subsidizing of cold-rolled steel, originating or exported from the People’s Republic of China, the Republic of Korea and the Socialist Republic of Vietnam. The full description of the aforementioned goods can be found in the Tribunal’s order.
