Certain oil country tubular goods — Decision
On July 7, 2021, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated an investigation into the alleged injurious dumping of certain oil country tubular goods from Austria.
The subject goods are normally classified under the following tariff classification numbers:

The above-listed tariff classifications cover both subject and non-subject goods.
The CBSA will investigate whether the imports are being dumped and will make a preliminary decision within 90 days, at which time provisional duties may apply.
The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of injury to the Canadian industry. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of injury, the investigation will be terminated.

Representations
Interested persons are invited to file written submissions presenting facts, arguments and evidence relevant to the alleged dumping. During the COVID-19 pandemic, written submissions must be sent electronically to simaregistry-depotlmsi@cbsa-asfc.gc.ca. To be given consideration in this investigation, this information should be received by the CBSA by November 10, 2021.
Any information submitted by interested persons concerning this investigation will be considered public information unless clearly marked confidential. When a submission is marked confidential, a non-confidential edited version of the submission must also be provided.

Certain small power transformers — Decision
On July 7, 2021, pursuant to subsection 39(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) extended the preliminary phase of the investigation into the alleged injurious dumping of certain small power transformers from Austria, the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), and South Korea.
SIMA provides that, under normal circumstances, the preliminary stage of the investigation shall be completed within 90 days of the date of initiation. However, due to the existence of circumstances that make it unusually difficult to decide within 90 days whether to make preliminary determinations of dumping or to terminate the investigation with respect to some or all of the goods, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.
Consequently, the decision to issue a preliminary determination or to terminate the investigation with respect to some or all of the goods will be made on or before August 27, 2021.

The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry (Preliminary Injury Inquiry No. PI-2021-004) to determine whether there is evidence that discloses a reasonable indication that the dumping of oil country tubular goods, which are casing, tubing and green tubes made of carbon or alloy steel, welded or seamless, heat treated or not heat treated, regardless of end finish, having an outside diameter from 2 ⅜ inches to 13 ⅜ inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, excluding drill pipe, pup joints, couplings, coupling stock and stainless steel casing, tubing or green tubes containing 10.5 percent or more by weight of chromium, originating in or exported from the Republic of Austria (the subject goods), has caused injury or retardation or is threatening to cause injury, as these words are defined in SIMA.
The Tribunal's preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file a Form I — Notice of Participation with the Tribunal, on or before July 20, 2021. Each counsel who intends to represent a party in the preliminary injury inquiry must file a Form II — Notice of Representation and a Form III — Declaration and Undertaking with the Tribunal, on or before July 20, 2021. The forms can be found in English and French on the Tribunal's website.
Submissions by parties opposed to the complaint must be filed not later than noon (ET), on August 4, 2021. The complainants and supporting parties may make submissions in response to the submissions of parties opposed to the complaint not later than noon (ET), on August 11, 2021. Counsel and self-represented participants are required to serve their respective submissions on each other at the same time as they file them with the Tribunal.

The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), it will initiate an expiry review (Expiry Review No. RR-2021-001) of its order made on August 12, 2016, in Expiry Review No. RR-2015-002, continuing its order made on August 15, 2011, in Expiry Review No. RR-2010-001, continuing its order made on August 16, 2006, in Expiry Review No. RR-2005-002, continuing its finding made on August 17, 2001, in Inquiry No. NQ-2001-001, concerning the dumping of flat hot-rolled carbon and alloy steel sheet and strip, including secondary or non-prime material, in various widths from 0.75 in. (19 mm) and wider, and (a) for product in coil form, in thicknesses from 0.054 in. to 0.625 in. (1.37 mm to 15.875 mm) inclusive, and (b) for product that is cut to length, in thicknesses from 0.054 in. up to but not including 0.187 in. (1.37 mm up to but not including 4.75 mm), excluding (i) flat-rolled stainless steel sheet and strip and (ii) flat hot-rolled, cut-to-length alloy steel products containing no less than 11.5 percent manganese, in thicknesses from 0.12 in. to 0.19 in. (3 mm to 4.75 mm), originating in or exported from Brazil, the People's Republic of China and Ukraine, and the subsidizing of such products originating in or exported from India (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping or subsidizing of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping or subsidizing, the Tribunal will then conduct an expiry review to determine if the continued or resumed dumping or subsidizing is likely to result in injury. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunal's decision to initiate an expiry review, that is, no later than December 6, 2021. The Tribunal will issue its order and its statement of reasons no later than May 13, 2022.
Each person or government wishing to participate in this expiry review must file the Form I — Notice of Participation with the Tribunal, on or before December 21, 2021. Each counsel who intends to represent a party in the expiry review must file a Form II — Notice of Representation and a Form III — Declaration and Undertaking with the Tribunal, on or before December 21, 2021. The Canadian International Trade Tribunal has received a complaint (File No. PR-2021-015) from Field Aerospace (Field) of Mississauga, Ontario, concerning a procurement (Solicitation No. T8493-190062/B) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Transport. The solicitation was for surveillance aircraft equipment. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on June 11, 2021, to conduct an inquiry into the complaint.
Field alleges that PWGSC did not evaluate its bid or the winning bid in accordance with the terms of the solicitation.
