Animal and fisheries studies; fisheries resources management services
Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2020-073) on April 9, 2021, with respect to a complaint filed by SL Ross Environmental Research Limited (SL Ross) of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. F5211-210003) by the Department of Fisheries and Oceans (DFO). The solicitation was for the provision of scientific and technical advisory services on matters related to environmental incidents, response measures and emerging technologies.
SL Ross alleged that the DFO improperly evaluated its bid by rendering submitted projects to be duplicative and finding that the information contained in the bid did not satisfy the rated criteria.
Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was not valid.

Refrigeration, air conditioning, and air circulating equipment
The Canadian International Trade Tribunal has received a complaint (File No. PR-2020-098) from Aqua Valley Water (AVW) of Coldbrook, Nova Scotia, concerning a procurement (Solicitation No. W0102-22001D/A) made by the Department of Public Works and Government Services for the Department of National Defence. The solicitation was for the supply and delivery of bottled water, rental of water coolers and cleaning/maintenance of machines. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on March 30, 2021, to conduct an inquiry into the complaint.
AVW alleges it was misled by the procuring entity.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2020-102) from CTS Defence Inc. (CTS Defence) of Calgary, Alberta, concerning a procurement (Solicitation No. W8485-20SC07/A) made by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the lease of aircraft. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on April 6, 2021, to conduct an inquiry into the complaint.
CTS Defence alleges PWGSC wrongly interpreted the mandatory requirements of the solicitation.
