CANADIAN INTERNATIONAL TRADE TRIBUNAL

DETERMINATION

Concrete reinforcing bar

Notice is hereby given that, on January 25, 2021, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined (Preliminary Injury Inquiry No. PI-2020-005) that there is evidence that discloses a reasonable indication that the dumping of hot-rolled deformed steel concrete reinforcing bar in straight lengths or coils, commonly identified as rebar, in various diameters up to and including 56.4 millimetres, in various finishes, excluding plain round bar and fabricated rebar products, originating in or exported from the Sultanate of Oman and the Russian Federation, has caused injury or retardation, or is threatening to cause injury, to the domestic industry. The product definition also excludes "10 mm diameter (10M) rebar produced to meet the requirements of CSA G30 18.09 (or equivalent standards) and coated to meet the requirements of epoxy standard ASTM A775/A 775M 04a (or equivalent standards) in lengths from 1 foot (30.48 cm) up to and including 8 feet (243.84 cm)".

The Canadian International Trade Tribunal has received a complaint (File No. PR-2020-071) from Bronson Consulting Group Inc. (Bronson) of Ottawa, Ontario, concerning a procurement (Solicitation No. CA20HR2) made by Defence Construction Canada on behalf of the Department of National Defence. The solicitation was for historical research services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on December 29, 2020, to conduct an inquiry into the complaint.

Bronson alleges that its bid was improperly evaluated.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2020-068) from Heiltsuk Horizon Maritime Services Ltd./Horizon Maritime Services Ltd. (Heiltsuk Horizon), of St. John's, Newfoundland and Labrador, concerning a procurement (Solicitation No. F7017-160056/C) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Fisheries and Oceans. The solicitation was for the provision of service from two emergency towing vessels on a time charter basis. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on December 23, 2020, to conduct an inquiry into the complaint.

Heiltsuk Horizon alleges that PWGSC erred in its evaluation of a mandatory requirement.
