EXPIRY REVIEW OF FINDING
Oil country tubular goods
The Canadian International Trade Tribunal hereby gives notice that it will, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiate an expiry review (Expiry Review No. RR-2019-006) of its finding made on April 2, 2015, in Inquiry No. NQ-2014-002, concerning the dumping of oil country tubular goods, which are casing, tubing and green tubes made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 13 3/8 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute (API) specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, excluding drill pipe, pup joints, couplings, coupling stock and stainless steel casing, tubing or green tubes containing 10.5% or more by weight of chromium, originating in or exported from Chinese Taipei, the Republic of India, the Republic of Indonesia, the Republic of the Philippines, the Republic of Korea, the Kingdom of Thailand, the Republic of Turkey, Ukraine and the Socialist Republic of Vietnam (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the finding in respect of the subject goods is likely to result in the continuation or resumption of dumping of the subject goods. If the CBSA determines that the expiry of the finding in respect of any goods is likely to result in the continuation or resumption of dumping, the Tribunal will then conduct an expiry review to determine if the continued or resumed dumping is likely to result in injury. The CBSA will provide notice of its determination within 150 days after receiving notice of the Tribunal’s decision to initiate an expiry review, that is, no later than July 21, 2020. The Tribunal will issue its order and its statement of reasons no later than December 29, 2020.
Each person or government wishing to participate in this expiry review must file a notice of participation with the Tribunal on or before August 5, 2020. Each counsel who intends to represent a party in the expiry review must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before August 5, 2020.

The Tribunal will hold a public hearing relating to this expiry review in the Tribunal’s Hearing Room No. 1, 18th Floor, 333 Laurier Avenue West, Ottawa, Ontario, commencing on October 19, 2020, at 9:30 a.m., to hear evidence and representations by interested parties. If there are no opposing parties, the Tribunal may explore the possibility of holding a file hearing, i.e. a hearing through written submissions only, instead of an oral hearing.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must, among other things, submit a non-confidential edited version or summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.

Anti-pollution oil booms
The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-061) from Griffin Engineered Systems (Griffin), of Dartmouth, Nova Scotia, concerning a procurement (Solicitation No. W0100-200113/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the procurement of an arctic anti-pollution boom. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on February 26, 2020, to conduct an inquiry into the complaint.
Griffin alleges that PWGSC did not evaluate the winning bid in accordance with the requirements set out in the solicitation documents.

Description of critical habitat for the Westslope Cutthroat Trout Alberta population in Banff National Park of Canada
The Westslope Cutthroat Trout (Oncorhynchus clarkii lewisi) Alberta population (also known as Saskatchewan-Nelson River populations) is a silver to yellowish-green freshwater fish with a reddish to bright red belly, and is listed on Schedule 1 to the Species at Risk Act. In Canada, this species inhabits cold streams and lakes in southwestern Alberta.
The Recovery Strategy for the Westslope Cutthroat Trout (Oncorhynchus clarkii lewisi), Alberta Populations in Canada previously identified critical habitat for the species. The Recovery Strategy and Action Plan for the Westslope Cutthroat Trout (Oncorhynchus clarkii lewisi) Alberta population (also known as Saskatchewan-Nelson River Populations) in Canada amends the critical habitat identification for the Westslope Cutthroat Trout Alberta population (also known as Saskatchewan-Nelson River populations) in many places, including within Banff National Park of Canada.
Notice is hereby given that, pursuant to subsection 58(2) of the Species at Risk Act, 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Westslope Cutthroat Trout Alberta population (also known as the Saskatchewan-Nelson River populations), identified in the recovery strategy and action plan for that species that is included in the Species at Risk Public Registry, that is located within Banff National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
