EXPIRY REVIEW OF ORDER
Oil country tubular goods
The Canadian International Trade Tribunal hereby gives notice that it will, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiate an expiry review (Expiry Review No. RR-2019-005) of its order made on March 2, 2015, in Expiry Review No. RR-2014-003, continuing, without amendment, its finding made on March 23, 2010, in Inquiry No. NQ-2009-004, concerning the dumping and subsidizing of oil country tubular goods including, in particular, casing and tubing, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 13 3/8 inches (60.3 mm to 339.7 mm), meeting or supplied to meet American Petroleum Institute specification 5CT or equivalent standard, in all grades, excluding drill pipe, seamless casing up to 11 3/4 inches (298.5 mm) in outside diameter, pup joints, welded or seamless, heat-treated or not heat-treated, in lengths of up to 3.66 m (12 feet), and coupling stock, originating in or exported from the People’s Republic of China (the subject goods).
In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the order in respect of the subject goods is likely to result in the continuation or resumption of dumping and subsidizing of the subject goods. If the CBSA determines that the expiry of the order in respect of any goods is likely to result in the continuation or resumption of dumping and subsidizing, the Tribunal will then conduct an expiry review to determine if the continued or resumed dumping and subsidizing are likely to result in injury. The CBSA will provide notice of its determinations within 150 days after receiving notice of the Tribunal’s decision to initiate an expiry review, that is, no later than July 6, 2020. The Tribunal will issue its order and its statement of reasons no later than December 11, 2020.
Each person or government wishing to participate in this expiry review must file a notice of participation with the Tribunal on or before July 20, 2020. Each counsel who intends to represent a party in the expiry review must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before July 20, 2020.

The Tribunal will hold a public hearing relating to this expiry review in the Tribunal’s Hearing Room No. 1, 18th Floor, 333 Laurier Avenue West, Ottawa, Ontario, commencing on October 1, 2020, at 9:30 a.m., to hear evidence and representations by interested parties. If there are no opposing parties, the Tribunal may explore the possibility of holding a file hearing, i.e. a hearing through written submissions only, instead of an oral hearing.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must, among other things, submit a non-confidential edited version or summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.

Hotels, motels and commercial accommodation
The Canadian International Trade Tribunal has received two complaints (File Nos. PR-2019-054 and PR-2019-055) from Newland Canada Corporation (Newland), of Calgary, Alberta, concerning two procurements (Solicitation Nos. W6775-20-0054 and W6775-20-0055) by the Department of National Defence. The solicitations were for hotel accommodation services for Canadian Armed Forces personnel in Cologne, Germany. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on February 3, 2020, to conduct an inquiry into the complaints.
Newland alleges that it should have been awarded the contracts as it tendered the lowest-priced compliant bids.

Informatics professional services
The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-053) from SoftSim Technologies Inc. (SoftSim), of Montréal, Quebec, concerning a procurement (Solicitation No. 20-166067) by the Department of Foreign Affairs, Trade and Development (DFATD). The solicitation is for the provision of trade modernization task-based informatics professional services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on February 3, 2020, to conduct an inquiry into the complaint.
SoftSim alleges that its bid was improperly evaluated and that the terms of the solicitation favoured the successful bidder.
