The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-017) from Pacific Northwest Raptors Ltd., of Duncan, British Columbia, concerning a procurement (Solicitation No. W0133-19H014/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for the provision of wildlife control services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on June 6, 2019, to conduct an inquiry into the complaint.

Pacific Northwest Raptors Ltd. alleges that PWGSC unfairly evaluated its proposal in that it used undisclosed criteria.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-020) from Heiltsuk Horizon Maritime Services Ltd. / Horizon Maritime Services Ltd. (Heiltsuk Horizon), of St. John’s, Newfoundland and Labrador, concerning a procurement (Solicitation No. F7017-160056/C) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Fisheries and Oceans. The solicitation is for the provision of service from two emergency towing vessels on a time charter basis. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on June 11, 2019, to conduct an inquiry into the complaint.

Heiltsuk Horizon alleges that PWGSC erred in its re-evaluation of mandatory requirement No. 12, such re-evaluation having been conducted by PWGSC further to the Tribunal’s determination and recommendations in procurement Inquiry No. PR-2018-023.
