Whereas the Minister of the Environment and the Minister of Health have assessed information pertaining to the substance poly(oxy-1,2-ethanediyl), α,α′-(iminodi-2,1-ethanediyl)bis[ω-hydroxy-, N-[3-(C10-16-alkyloxy)propyl] derivs., di-Et sulfate-quaternized, Chemical Abstracts Service No. 70983-58-3;
And whereas the ministers suspect that the substance is toxic or capable of becoming toxic within the meaning of section 64 of the Canadian Environmental Protection Act, 1999,
The Minister of the Environment, pursuant to paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999, hereby permits the manufacture or import of the substance in accordance with the conditions of the following annex.

Conditions
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)
1. The following definitions apply in these ministerial conditions:
“notifier” means the person who has, on September 29, 2015, provided to the Minister of the Environment the prescribed information concerning the substance, in accordance with subsection 81(1) of the Canadian Environmental Protection Act, 1999;
“substance” means poly(oxy-1,2-ethanediyl), α,α′-(iminodi-2,1-ethanediyl)bis[ω-hydroxy-, N-[3-(C10-16-alkyloxy)propyl] derivs., di-Et sulfate-quaternized, Chemical Abstracts Service No. 70983-58-3; and
“waste” includes the effluents that result from rinsing equipment or vessels used for the substance, disposable vessels used for the substance, any spillage that contains the substance, the process effluents that contain the substance, and any residual quantity of the substance in any equipment or vessel.
2. The notifier may import or manufacture the substance in accordance with the present ministerial conditions.
Restriction
3. The notifier shall use the substance only as an antistatic agent for fibreglass and plastics.
4. The notifier shall transfer the physical possession or control of the substance only to a person who will use it only as an antistatic agent for fibreglass and plastics.
5. At least 120 days prior to beginning manufacturing the substance in Canada, the notifier shall inform the Minister of the Environment, in writing, and provide the following information:
- (a) the information specified in paragraph 7(a) of Schedule 4 to the New Substances Notification Regulations (Chemicals and Polymers);
- (b) the address of the manufacturing facility in Canada;
- (c) the information specified in paragraphs 8(a) to (d), item 9 and paragraph 10(b) of Schedule 5 to the Regulations;
- (d) a flow diagram of the manufacturing process that includes features such as process tanks, holding tanks and distillation towers;
- (e) a brief description of the manufacturing process that details the reactants used, reaction stoichiometry, batch or continuous nature of the process, and the scale of the process; and
- (f) a brief description of the major steps in manufacturing operations, the chemical conversions, the points of entry of all reactants, the points of release of the substance, and the procedures for cleaning equipment, including the frequency.
Handling and Disposal of the Substance
6. The notifier or the person to whom the substance has been transferred must collect any waste in their physical possession or under their control and destroy or dispose of it in the following manner:
- (a) by injecting it in a deep well in accordance with the laws of the jurisdiction where the well is located;
- (b) by incinerating it in accordance with the laws of the jurisdiction where the incineration facility is located; or
- (c) by depositing it in a secure landfill, in accordance with the laws of the jurisdiction where the landfill is located.
Environmental Release
7. Where any release of the substance or of waste to the environment occurs, the person who has the physical possession or control of the substance or of the waste shall immediately take all measures necessary to prevent any further release, and to limit the dispersion of the release. Furthermore, the person shall, as soon as possible in the circumstances, inform the Minister of the Environment by contacting an enforcement officer designated under the Canadian Environmental Protection Act, 1999.
Record-keeping Requirements
8. (1) The notifier shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating
- (a) the use of the substance;
- (b) the quantity of the substance that the notifier manufactures, imports, purchases, sells and uses;
- (c) the name and address of each person to whom the notifier transfers the physical possession or control of the substance; and
- (d) the name and address of each person who has disposed of the substance or of waste for the notifier, the method used to do so, and the quantities of the substance or waste transferred to that person.
(2) The notifier shall maintain the electronic or paper records mentioned in subsection (1) at the notifier's principal place of business in Canada, or at the principal place of business in Canada of a representative of that person, for a period of at least five years after they are made.
Other Requirements
9. The notifier shall inform any person to whom they transfer the physical possession or control of the substance or of waste, in writing, of the terms of the present ministerial conditions. The notifier shall obtain, prior to the first transfer of the substance or waste, written confirmation from this person that they were informed of the terms of the present ministerial conditions. This written confirmation shall be maintained at the principal place of business in Canada of the notifier or of the representative of that person in Canada for a period of at least five years from the day it was received.
Coming into Force
10. These ministerial conditions come into force on January 25, 2016.

Early stakeholder engagement to help inform the plan to address the remaining 1 550 substances under the Chemicals Management Plan
Purpose of notice
Environment and Climate Change Canada and Health Canada are inviting stakeholders to provide information that will inform the path forward for the next phase (2016–2020) of the Chemicals Management Plan (CMP) [http://www.chemicalsubstanceschimiques.gc.ca/plan/index-eng.php]. The CMP is a Government of Canada initiative aimed at reducing the risks posed by chemicals to Canadians and their environment. Information obtained will help tailor assessment and management approaches and inform the implementation plan for the next phase of the CMP, which will be made available in the spring of 2016.
Background
In 2006, Environment and Climate Change Canada and Health Canada completed the prioritization of the approximately 23 000 substances on the Domestic Substances List (DSL) [http://www.ec.gc.ca/lcpe-cepa/default.asp?lang=En&n=5F213FA8-1] of the Canadian Environmental Protection Act, 1999 (CEPA) [http://laws-lois.justice.gc.ca/eng/acts/c-15.31/]. The prioritization process identified 4 300 substances requiring human health and ecological assessments, and Environment and Climate Change Canada and Health Canada have committed to addressing these substances by 2020. Of the 4 300 substances identified, approximately 1 550 substances (see Annex I) remain to be addressed and these are the focus of this notice.
Basic information for most of these substances was collected through the DSL Inventory Update (http://www.chemicalsubstanceschimiques.gc.ca/plan/approach-approche/dsl-lis-eng.php) in 2012, which helped Environment and Climate Change Canada and Health Canada identify key stakeholders and commercial activity involving these substances. The information collected (http://www.ec.gc.ca/ese-ees/default.asp?lang=En&n=55E7906C-1) as part of the DSL Inventory Update will continue to be considered moving forward. Engaging stakeholders early by requesting information through this notice will inform assessment work and shape future data-gathering strategies to address these substances. Such strategies could include voluntary approaches with key sectors and information-sharing agreements for confidential information.
The types of information being sought by Environment and Climate Change Canada and Health Canada for the remaining 1 550 substances may include
- information that could influence the timing and complexity of an assessment;
- composition data for unknown or variable composition, complex reaction products, or biological materials (UVCBs);
- information on releases of a substance to the environment;
- information on the fate of the substance in the environment;
- information on industrial facility processes, operating conditions and practices, and handling of the substance;
- information on controls (e.g. on-site wastewater treatment) relevant to limiting the release of a substance to the environment;
- information on products (industrial, commercial or consumer) that contain the substance, as well as the concentration of a substance in a given product; information regarding the function of a substance in a product that could influence potential exposures or releases;
- data on hazard potential (human health, ecotoxicity);
- data on the function of the substance (e.g. whether it is consumed in reactions during industrial use; if it is designed to be released to the environment due to its use);
- data on migration or release of the substance from products;
- data that could help refine substance-specific assumptions (such as dermal absorption data);
- access to existing information, such as data shared within a Substance Information Exchange Forum (SIEF) under the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation of the European Union;
- national and international research activities related to a substance, including monitoring.
Assessment activity on the remaining 1 550 substances is planned to begin in spring 2016. More detailed notifications will be published periodically as the work plan is updated to specify the substances for which additional information is needed, the associated timelines as well as details on how to provide this information.
Stakeholders who provide information in response to this notice may submit a request that it be treated as confidential. To obtain more information or to discuss how Environment and Climate Change Canada and Health Canada can play a role in facilitating information sharing throughout the supply chain, stakeholders are advised to contact the Substance Management Information Line.
Stakeholders who did not provide information under the DSL Inventory Update and who do not have information to provide at this time but would like to remain engaged in the decision-making process for these substances should identify substances of interest by submitting this information using the online reporting system that will be available shortly on Environment and Climate Change Canada's Single Window Web site (https://ec.ss.ec.gc.ca/).

Notice No. DGSO-001-16 — Available Personal Communications Services (PCS) Spectrum in the 2 GHz Frequency Range
Intent
The purpose of this notice is to inform interested parties of the updated list of available licences for PCS spectrum in various markets across Canada. Since 2003, Innovation, Science and Economic Development Canada has made PCS spectrum available for licensing on a first-come, first-served (FCFS) basis. Interested parties are encouraged to view the most recent updates on the Department's Spectrum Management and Telecommunications Web site at http://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/h_sf02092.html.
Process
The Department will use the FCFS process to assign all remaining PCS spectrum and will process applications as they are received.
Licences are subject to the fees established in Canada Gazette notice no. DGRB-005-03, available at http://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/sf08105.html. Fees for cellular and PCS licences are based on the amount of spectrum assigned (i.e. the number of megahertz) and the total population of the service area. Further information on the licence fees for cellular and PCS licences is available in Client Procedures Circular CPC-2-1-10, Spectrum Licence Fee Calculations for Cellular and Incumbent Personal Communications Services (PCS), at http://www.ic.gc.ca/eic/site/smt-gst.nsf/eng/sf01291.html.

Notice is hereby given that all interests in the parcel of land situated in the City of Windsor, County of Essex, in the Province of Ontario, being more particularly described as Lots 36 and 37 on Registered Plan 688, Sandwich West, City of Windsor, in the Ontario Land Registry Office (Essex Number 12), are required by Her Majesty the Queen in right of Canada for the construction, operation, maintenance and rehabilitation, through a public-private partnership, of the Gordie Howe International Bridge between Windsor (Ontario, Canada) and Detroit (Michigan, USA).
It is intended that the aforementioned interests be expropriated by Her Majesty the Queen in right of Canada.

WHEREAS letters patent were issued by the Minister of Transport (“Minister”) for the Prince Rupert Port Authority (“Authority”) under the authority of the Canada Marine Act (“Act”), effective May 1, 1999;
WHEREAS Schedule C of the letters patent sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Act, the Authority wishes to acquire real property bearing PID Numbers 029-577-721 and 029-577-675;
WHEREAS the board of directors of the Authority has requested that the Minister issue supplementary letters patent to set out the said real property in Schedule C of the letters patent;
AND WHEREAS the Minister is satisfied that the amendment to the letters patent is consistent with the Act,
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:
