CANADIAN TRANSPORTATION ACCIDENT INVESTIGATION AND SAFETY BOARD
Chairperson (full-time position)
Salary range: $172,900–$203,300
Location: National Capital Region
The Canadian Transportation Accident Investigation and Safety Board (the Board), commonly known as the Transportation Safety Board of Canada, is an independent federal agency established by the Canadian Transportation Accident Investigation and Safety Board Act that reports to Parliament through the Leader of the Government in the House of Commons. The Board performs a key role within the Canadian transportation system by independently investigating accidents in the air, marine, rail and pipeline modes for the sole purpose of advancing transportation safety. The Board, consisting of not more than five members including the Chairperson, makes findings as to causes and contributing factors, identifies safety deficiencies, makes recommendations, and reports publicly on its investigations and findings.
The Chairperson is the chief executive officer of the Board and has exclusive responsibility for managing personnel, financial and property matters, and for all other aspects of the internal management of the Board.
The ideal candidate would possess a degree from a recognized university in a relevant field of study, or an acceptable combination of education, job-related training and/or experience.
The ideal candidate would have management experience, preferably at the senior executive level, in a public or private sector organization, including managing financial and human resources. He or she would also have government or private industry experience in or related to the air, marine, rail and/or pipeline transportation fields, as well as decision-making experience with respect to complex technical issues. In addition, experience in the development and/or implementation of policy in the context of transportation safety is desired. Experience in carrying out comprehensive impartial investigations or inquiries would be considered an asset.
Candidates being considered for the position would have knowledge of the mandate and mission of the Board, its strategic priorities, public policy issues, its governing legislation (including the Canadian Transportation Accident Investigation and Safety Board Act), and related regulations. He or she would possess an understanding of the role and independence of the Board in the larger societal and global context. The ideal candidate would also have knowledge and understanding of at least one of the modes of transportation under federal jurisdiction, as well as of emerging trends and current safety issues in air, marine, rail and pipeline transportation. Knowledge of sound governance and management principles and practices is sought. Further, the candidate would possess a broad understanding of investigative practices and processes and knowledge of the conduct of independent investigations and inquiries and the principles of administrative law and natural justice.
The ideal candidate would have the ability to provide excellent management, leadership and vision to a diverse workforce, in a fast-paced and dynamic environment, in order to ensure the realization of the strategic direction of the Board. The ability to mobilize and motivate the organization's employees to find ways to best advance transportation safety is sought. In addition, the ideal candidate would have the ability to build and maintain effective and productive relationships and to lead and engage a broad range of stakeholders and partners in important safety issues. He or she would have a proven ability to negotiate skilfully, to build consensus and to achieve results and positive outcomes among disparate groups with strong and sometimes diverging interests on highly technical issues. This candidate would also have the ability to interpret relevant statutes, regulations and policies, and to review and analyze complex technical information in order to make equitable and timely decisions and recommendations, while anticipating and considering their short- and long-term consequences. In addition to possessing the ability to develop comprehensive communications strategies, including outreach and networking activities, he or she would have superior communication skills, both written and oral.
Along with superior interpersonal and analytical skills, the ideal candidate would be a strategic thinker and innovative leader. Moreover, he or she would possess sound judgment, high ethical standards and integrity, and would be impartial, tactful and discreet.
Proficiency in both official languages would be preferred.
The successful candidate must reside in or be willing to relocate to the National Capital Region or to a location within reasonable commuting distance, and must be willing to travel frequently within Canada and occasionally overseas.
Members of the Board, including the Chairperson, shall not, directly or indirectly, as owner, shareholder, director, officer, partner or otherwise, be engaged in a transportation (i.e. air, marine, rail or pipeline) undertaking or business, or have an interest in a transportation undertaking or business or an interest in the manufacture or distribution of transportation plant or equipment, except where the distribution is merely incidental to the general merchandising of goods.

NATIONAL RESEARCH COUNCIL OF CANADA
Chairperson (part-time position)
The National Research Council of Canada (NRC) is an agency of the Government of Canada that reports to Parliament through the Minister of Industry. Headquartered in Ottawa, it employs approximately 3 390 staff, and has a presence in every province. As Canada's premier research and technology organization, the NRC has as its objective providing innovation support, strategic research, and scientific and technical services in order to develop and deploy solutions to meet Canada's current and future industrial and societal needs.
The NRC is governed by a Council, which is comprised of up to 10 members, plus the President and the Chairperson. The Chairperson is responsible for providing effective leadership to the NRC Council in directing and advising management, through the President, on the corporate planning process; approving strategic directions and priorities; ensuring sound financial management; and producing accountability reports of the NRC.
The Chairperson acts as the key link between the NRC and the Minister of Industry and also serves in an advisory capacity to the President.
The ideal candidate would possess a degree from a recognized university in a relevant field of study or a combination of equivalent education, job-related training and/or experience. He or she would possess experience in managing human and financial resources at the senior executive level, ideally acquired within a scientific or technological organization, and experience serving on a board, preferably as Chairperson, of a complex organization of significant size and scope. The ideal candidate would have experience in strategic planning and promoting improved organizational governance and performance. He or she would also have experience liaising and maintaining productive and effective relationships with senior government officials and/or a variety of corporate stakeholders across Canada. Experience dealing with public policy issues in a business context would be considered an asset.
The ideal candidate would have knowledge of the mandate, objectives and mission of the NRC, as well as the legislative framework within which it operates. He or she would possess an excellent understanding of Canada's economic and social fabric, the role of its science and technology infrastructure, and the research and development challenges facing the country. The ideal candidate would also possess an excellent understanding of the Canadian innovation system and the various roles played by industry, universities, and government research organizations. He or she would possess knowledge of the roles and responsibilities of the Chairperson, President and Council, as well as knowledge of the operations of the federal government, including those related to sound corporate governance and management practices and principles, accountability, transparency and decision-making processes.
The ideal candidate would possess the ability to provide leadership and direction to the NRC Council in carrying out its stewardship responsibilities, as well as the ability to assess management recommendations and provide direction and guidance to senior management. He or she would possess the ability to develop and maintain productive relationships with senior industrial, government and academic representatives to advance the goals of the NRC, the federal government's science and technology initiatives, and the NRC's partners and clients. The ability to effectively understand and monitor corporate performance and the ability to develop effective working relationships with the Minister, the Minister of State (Science and Technology) and the ministers' offices and the Deputy Minister, as well as superior communication skills, both written and oral, are desired.
The ideal candidate would be an innovative and strategic leader with superior interpersonal skills, high ethical standards and integrity. He or she would also be dynamic and energetic, and must demonstrate tact and discretion.
Proficiency in both official languages would be preferred.
The chosen candidate must be available for approximately 20 to 30 days per year for Council and Committee activities and related travel.
