Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2019-023) on October 4, 2019, with respect to a complaint filed by KUZMA Industrial Group Inc. (Kuzma), of Calgary, Alberta, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W6369-18A019/B) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for a deployable CT scanner.

Kuzma alleged that PWGSC did not evaluate the winning bid in accordance with the requirements set out in the solicitation documents and favoured the winning bidder.

Having examined the evidence presented by the parties and considered the provisions of the applicable trade agreements, the Tribunal determined that the complaint was not valid.

Specialized shipping and storage containers

The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-031) from Norleans Technologies Inc. (Norleans), of Singhampton, Ontario, concerning a procurement (Solicitation No. W8486-184760/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for the purchase of three different sized non-pressurized and non-vacuumed, reusable containers. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on September 12, 2019, to conduct an inquiry into the complaint.

Norleans alleges that PWGSC improperly concluded that its bid did not meet a mandatory technical requirement in the Request for a Standing Offer and committed other errors during the evaluation process.
